권력구조 개혁과 정치 리더십: 일본의 수상공선제론에 대한 비판적 연구 = The Reforms of Power Structure and the Political Leadership: A Critical Study of Japanese Debate on the Direct Election of the Prime Minister

다국어 초록 (Multilingual Abstract)

Under the present Constitution of Japan, the Prime Minister is designated from among the members of the Diet by a resolution of the Diet. Many scholars argued that Japanese Prime Minister`s leadership has been week because of the dual power structure between the LDP and the Cabinet and the faction politics of the LDP. Therefore in order to improve the Prime Minister`s leadership, the Direct Election of the Prime Minister proposal has been suggested by many politicians and scholars. Koizumi shall also convene the Advisory Council to Consider the Direct Election of the Prime Minister in view of the utmost importance of expanding the political participation of Japanese people and in order to encourage national debate on the modalities of the relationship between the Prime Minister and the people. As modalities of the direct election for the Prime Minister, three proposals were suggested; two proposals premised on amendments to the Constitution, the Presidential type in which the public votes directly for the Prime Minister and the Parliamentary Cabinet type in which the election for the House of Representatives effectively serves as the election for the Prime Minister. Third proposal is a reform within the framework of the current Constitution. However the Direct Election of the Prime Minister proposals are fundamentally a changing of reform to the Presidentialism. Therefore these proposals have the institutional and traditional problems such as the dual legitimacy, the rigidity and the relationship between the Prime Minister and the King.
