EU와 동아시아 지역통합의 문화적 배경에 관한 고찰: 동아시아 경제통합을 위한 유교문화적 공통성의 개발을 중심으로 = An Inquiry into The Cultural Background of Regional Integration in Europe and in East Asia: Centered on The Role of Confucian Cultural Denominator in East Asian Economic Integration

다국어 초록 (Multilingual Abstract)

This paper tried to inquire into the cultural background of regional integration in the European Union and in East Asia. And then it examined an assumable role of Confucian values as a common cultural denominator for East Asian economic integration in considering the EU's experiences. Since the medieval age European countries have shared a common cultural sphere in which Christianity, Latin, and the Roman law were the common cultural denominator. This was the cultural background of European integration. In addition to this background, the EU has developed divers cultural policies in order to explore European identity since the 1980s. East Asian countries need to take some lessons from the EU with regard to the cultural assimilation programs and to explore their own common cultural denominator from their historical heritage in order to form a region wide economic integration. For East Asia, it is possible to find a common cultural denominator from traditional Confucianism. Because Confucianism has influenced actively on the formation of political, economic and educational ideology in many East Asian nations including China, Japan and Korea. Moreover, Confucianism stresses basically ethical values that may heal the immorality of modern capitalist society. Therefore, East Asian countries need to examine Confucian values as a common cultural denominator, which may assume an informal integrator in East Asian economic integration in the future. However, East Asian integration based on Confucian values should not be a restoration of ancient China centered exclusive cultural zone.

국문 초록 (Abstract)

본 연구는 EU통합의 문화적 배경과 EU의 문화정책으로부터 동아시아가 참고할 수 있는 교훈이 무엇이며, 이를 통해 동아시아 경제통합을 위한 문화적 공통성을 어떻게 개발할 것인가를 검토하고 있다. 유럽은 중세 이후 기독교, 라틴어, 로마법을 연결고리로 하는 기독교 중심의 공동문화권을 형성해 왔으며, 이것이 오늘날 유럽통합의 문화적 기초가 되었다. 또한 현재의 EU는 과거 유산으로서의 문화적 공통성 외에도 공동체 차원의 유럽화(Europeanization) 정책을 통해 집단적 정체성을 고취해 오고 있다. 이러한 유럽의 선례로부터 동아시아는 지역통합에 대한 문화적 공통성의 중요성과 “다양성 속의 통일”을 추구하는 문화정책상의 교훈을 얻을 수 있다. 동아시아의 경우, 지역통합을 위한 문화적 공통성은 주로 유교문화의 형질 속에서 찾을 수 있다. 유교는 역사적으로 동아시아 주요국의 정치, 경제 및 교육이념에 주도적 영향을 미쳐 왔을 뿐만 아니라 오늘날 서구 자본주의의 비도덕성을 치유할 수 있는 윤리적 가치를 가지고 있기 때문이다. 동아시아가 유교적 가치에 근거하여 지역정체성을 확보한다면 이는 역내 경제통합을 용이하게 할뿐만 아니라 윤리적 시장경제권의 형성이라는 대안적 기능까지도 기대할 수 있게 한다. 다만 이러한 접근이 역사속의 배타적 중화문화권의 복원으로 발전하는 것은 경계해야 한다.
