The outline of this paper is summaries as follows: Upon comoletion of World WarⅡ, the international ecomony has entered into a transferring period for a new economic system. Since the conclusion of the Eretton-Woods Agreement, the relationship between developed countries and develepiong countries were deviated from the course of the past practice of dominating and dominated.
Thereafter, the international economic interchange is aimed for developing country to ptomote economic development to improve trade transaction, increase employment, stimulate rapid commitment of civilian investment, and then develop sound national economy, and, further, maintain a mutual and equal-based economic cooperation with developed countries. Only this firm economic system of a developing country enable a international economic cooperation to improve the mutual ties.
Through such international economic interchange, the economic development of development of developing country can narrow the gap of income level from developed countries and, in order to increase income level of developing country, a target should be set which is ideal enough to persuit with all means. On the part of developed countries, they should assist developing country with a clear intention that it may attain its substential goal set for implementation.
However, developing country faces problems in what type and on what condition it should accept economic cooperation, while, for developed countries, they also have responsibility for how sincerely they implement ideal of economic cooperation, including divilian base investment, immidiate, medium and long term loan, and other assistance.
Intended are effective change and improvement of a international economic exchange system, including improvement of international economy tariffs problem between north and south trade, goods transaction problem, mutual fund problem, trade principle, economic condition, between two countries, environmental condition, labour condition, technical dondition industry formation condition, raw material, production condition of raw material, domestic circulation structure condition, foreign exchange situation, and political elements. Both on materializatign of the condition and situation which should be established on developing country, and on effective effort by developed countries for economic assistance, enterprise extension, and provision of advantage, the further of the international economic cooperation will be dependent.
