Yulgok is the scholar who perfectly understood and advocated ``Tongkwandalbyeon (通權達變) of the Confucian political philosophy which means that governmental power should be consistent with reason and properly respond to change among Chosun Confucian scholars. Yulgok strongly argued Kwonbyeon (權變) in Chosun society with the basic principle of the politics; to Save the people Do good to the people and Make the people comfortable. To achieve the goal of Tongkwandalbyeon, he suggested specific and urgent Kwonbyeon measures for general and major social areas including politics, economy, education, national defense and the status system. Yulgok demonstrated the Confucian Kwonbyeon thought in various social cases that the Chosun society faced that time, and suggested quite a few measures consistent with practical situations. This means that his understanding or interpretation of Confucianism was not and rigid nor doctrinaire. In the technical aspects of governing the nation, he emphasized that Governor should be capable of understanding ``Timeliness`` and ``Kwonbyeon`` for practical public benefits, which means that he should be able to make required changes and reforms of social systems and promote social progress. For Yulgok, Tongkwandalbyeon (通權達變) was not a revolution or rapid change, but gradual reforms that could bring practical effects. The method of Yulkgok`s Kwonbyeon was to exercise the reforms rooted in the public opinion through the process, so called, Communication-Public opinion-National policy based on the Confucian democracy. Today we are living in the rapidly changing world, Thus, it is required to read the characteristics, contents, and patterns of the changes calmly and correctly in order to take a countermeasure and cope with the change related to both national and personal life and death. In this point of view, Yulgok`s thought of Kwonbyeon is still giving not a little lesson to us residing in the 21st century. Yulgok`s Kwonbyeon still shows the important value in that it makes Kwonbyeon Thought of the Confucian political philosophy richer.
