노후 산업단지 재생을 위한 금융지원 방안 = Strategy of Financial Support for Industrial Complex Regeneration Projects

국문 초록 (Abstract)

본 논문은 산업단지의 공적인 성격을 감안하여 민간이 사업을 시행하되, 공적자금으로 금융지원하는 방안을 고찰하였다. 국내ㆍ외 사례 및 노후 산업단지 재생의 특성을 감안하였을 때 공적 자금으로 재간접펀드의 형태로 조성하되, 객관성ㆍ투명성을 보장하고 투자대상인 프로젝트 새행의 자율성을 보장하는 방안을 제시하였다. 노후 산업단지 재생을 위한 정부의 금융지원은 복수의 프로젝트를 대상으로 하여야 하고, 지속적인 지원이 될 수 있도록 자금의 선순환구조로 설계되어야 한다. 아울러 민간의 자율성을 보장하되, 산업단지의 공적인 성격을 감안하여 공익과 사익이 조회를 이루도록 하여야 한다. 또한 공적부문과 사적부문이 위험을 분담하여 민간부문의 도덕적 해이를 방지하여야 한다. 국내외 사례분석과 노후 산업단지의 재생 목표를 종합적으로 살펴보았을 때, 정부의 금융지원방법은 재간 접펀드구조가 가장 타당성있는 대안으로 판단된다. 이러한 공적자금으로 저성된 펀드를 바탕으로 프로젝트시행을 위하여 설립되는 PEV 또는 RITEs에 금융지원을 하고, 이를 통해 발생하는 수익을 수익성이 낮은 사업에 교차지원하게 되면 장기적 자금조달 및 자금의 선순환구조를 달성할 수 있을 것이다.

This article explores a way to provide financial support with public funds considering the public nature of industrial complexes, while having the projects carried out by the private sector. Based on a review of cases in and outside of South Korea and consideration of the features characterizing industrial complex regeneration projects, this article proposes a way to form a fund of funds with public funds, while ensuring objectivity, transparency, and autonomy in terms of implementation of the projects to be invested in. Financial supports from the government for industrial complex regeneration should target multiple projects, and designed to generate a virtuous cycle of the funds so as to ensure continuous support. In addition, the autonomy of the private sector should be guaranteed, while harmonizing private interests with public interests considering the public nature of industrial complexes. The public sector and the private sector should also prevent moral hazards in the private sector by also sharing risks. A comprehensive review of cases in and outside of South Korea and the goals of industrial complex regeneration shows that the fund of fund structure is the most feasible alternative for financial supports from the government. Long-term financing and a virtuous cycle of funds can be achieved by using funds formed with public funds to provide financial supports to project financing vehicles (PFVs) and real estate investment trusts (REITs) established for project implementation, and using the profits from such support to provide cross-support to projects with low profitability.
