4대강사업과 지역개발의 정치

국문 초록 (Abstract)

이 논문은 4대강사업의 기원과 추진과정을 지역개발의 정치의 관점에서 조명하고자 했다. 토건국가론과 제솝(Bob Jessop)의 전략관계론적 접근 및 사회공간적 관계 이론에 바탕을 두고 4대강사업에 내포되어 있는 국가의 지역개발정치의 구조와 동학을 분석하였다. 먼저, 4대강사업의 기원을 토건국가의 정치경제적 변동과 토건세력과의 전략적 동맹이라는 지역개발정치의 구조에서 비롯된 것으로 파악하였다. 4대강사업이라는 국가의 공간적 선택성이 출현하게 된 배경은 토건자본 축적의 위기와 토건세력의 이해가 결합된 국가의 공간 프로젝트이자, 시민사회세력의 저항에 따른 조절위기를 우회하는 지배헤게모니 프로젝트 전략임을 주장한다.
다음으로 4대강사업을 둘러싼 지역개발정치의 과정을 영역(Territory), 장소(Place), 스케일(Scale), 네트워크(Network)의 4가지 사회 공간적 관계를 구성하는 요소들을 중심으로 분석했다. 먼저 지역정치와 지역주민들이 개발이익을 중심으로 지역 내부와 외부를 구분짓는 지역개발정치의 영역화 논리를 살펴보았다. 친수구역활용특별법의 사례에서 4대강사업의 궁극적인 목적이 4대강 유역을 개발지역으로 장소화하는 지역개발정치의 사회공간적 전략의 하나였음을 확인하였다. 4대강사업을 실행한 건설대기업들의 담합의 사례에서는 지역개발정치가 토건동맹 세력들의 네트워킹을 기반으로 작동하며, 국가와 지역의 스케일에서 상호작용하는 지역개발정치의 국가화와 지역화의 동학을 확인하였다.
이러한 분석을 바탕으로 결론에서는 4대강사업에서 드러난 토건국가와 토건동맹세력의 지역개발정치를 민주적으로 통제할 수 있는 시민사회세력의 반개발연합의 연대와 대항헤게모니의 구축이 요구된다는 논지를 제시하였다.

다국어 초록 (Multilingual Abstract)

This article aims to examine the origins and processes of the Four-River Project from the politics of regional development perspective. The paper analyzes the structures and the dynamics of developmental politics. In doing so, I have relied on the discourses of the construction-oriented state, the strategic-relational approach, and the theory of socio-spatial relations suggested by Bob Jessop. I argue that the origins of the Four-River Project lie in the political economic changes in construction-oriented state and the strategic alliance among construction-friendly social forces. The context in which the Four-River Project, as the state-led spatial selectivity, emerged can be explained by the crisis of construction-based accumulation and the collective interest of developmentalist social forces. In addition, the Project is interpreted as a hegemonic project to detour the regulation crisis caused by civil society resistance.
This paper also examines the politics of development centered around the Four-River Project by analyzing four elements of socio-spatial relations such as territory, place, scale, and network. Territorialization is confirmed by demonstrating how the local politics and the residents, involved in development interests, demarcate the interior and the outside in the anticipated development area. Place-making is found in the ‘Special Act for Development,’ which encourages development of areas within 2 km boundary of the river. The collusion among the construction conglomerates confirms that the developmental networking is operating. Lastly, scaling dynamics was found between the nation level and local interest. In conclusion, I argue that the formation of anti-developmental alliance and counter-hegemonic movement is necessary to democratically control the politics of construction.
