2012 러시아 대선 결과 분석과 중산층의 정치세력화 가능성 = Analysis on the Results of Russian Presidential Election 2012 and the Possibility of Political Power Group among Russian Middle Class

국문 초록 (Abstract)

러시아의 2012년 대통령선거는 형식적으로 특기할만한 이론적, 혹은 논쟁적 이슈를 많이 남기지 못했지만 러시아정치의 미래와 관련하여 몇 가지 의미있는 과제를 제시했다. 그 중 하나가 이른바 "푸틴체제"를 위협할만한 요인으로 러시아 중산층이 성장하여 정치적으로 결속할 수 있는가 하는 점이다. 본 논문에서는 이에 대해 개괄적으로 접근하기 위해 푸틴의 2012년 대통령 당선의 원인을 제시하고, 푸틴체제의 재가동 이후 러시아 중산층이 정치적으로 결속할 수 있는지에 대해 살펴보고 있다. 푸틴은 자신을 지지하는 조직적 기반을 갖고 있으며, 이를 통해 러시아 정치에 고유한 "후원-수혜관계"의 전형적인 적용이 가능하다. 푸틴은 무슬림과 민족공화국들에서의 집단 투표에 힘입어 당선되었는데, 과거보다 집단투표 성향은 다소 감소하고 있다. 또한 러시아 정치과정에서 고질적인 선거부정이 아직 잔존하고 있으며, 이점은 향후 러시아에서 정치개혁의 제1관 건으로 선거민주화가 계속 제기될 수밖에 없는 상황으로 만들고 있다. 그러나 선거민주화가 진행된다고 해도 러시아에서 중산층이 성장하고 정치적 결속을 이루어 중요한 정치세력으로 등장하거나 이들을 대변하는 세력이 집권할 가능성은 아직 낮다. 무엇보다도 경제적으로 중산층은 러시아 노동시장의 조건이 불리하기 때문에 지위가 불안하며, 경제위기와 경기활성화 여부에 따라 유동적으로 변화하는 상태에 놓여 있다. 러시아 중산층은 양적으로 숫자가 적으며, 중산층을 구성하고 있는 양대 축인 관료 및 국영기업 종사자 집단과 신세대 중심의 고학력 전문직업인 집단 간에 이해관계가 일치하지 않으며, 이들을 포괄하는 정치적 결속은 더욱 어려운 실정이다.

다국어 초록 (Multilingual Abstract)

Russian Presidential Election in March 2012 has not produced many theoric or controversial issues on the election in formally, but it has suggested some meaningful objections on the future of Russian Politics. Among them, one is the issue that the middle class in Russia can be a threadful force to present system under the president, Putin as a powerful political actor in Russian politics in near future. This paper has a aim to approach broadly to this question through the analysis of the reasons for Putin's winning in the election, 2012 and the possibility of political power group among Russian middle class. Given the hybrid nature of Russia's political regime, Russian elections are only partially free and fair and highly dishonest affairs. Patrimonial authoritarian regimes like Russia's rely on sociopolitical and socioeconomic structures of patronage, but the ratio of collective voting is decreased than ever. There is no possible ways to the middle class' asking to Russian government, even if Putin will moderate the current system broadly after his inauguration. Especially in the aspect of economic level, middle class in Russia is very endangered to this time, and they have only small portions in Russian. Possibility of grouping among middle class as a political power in Russian politics is threatened by the Weakness and fragile nature of the Russian middle class.
