헤게모니 퇴조와 동북아 지역정치 = Decline of U.S. Hegemony and Geopolitics of Northeast Asia

다국어 초록 (Multilingual Abstract)

This paper intends to analyze the geopolitics of Northeast Asia from the perspective of ‘the hegemonic cycle’ proposed by the world-system analysis. It is argued that our times are in transition from the era of U.S. hegemony and thus in the process of the beginning of a new hegemonic cycle. In that vein, it noted the precipitate decline of U.S. and the rapid rise of China.
As a result, the geopolitics of Northeast Asia represents a long and inevitable rivalry between two world powers. One of the key factors in the transition politics is the way in which the declining hegemon, i.e., the U.S. accepts and adopts to the changing power situation. Under the Obama administration, the U.S. is trying to adopt to the situation by a contraction strategy. Another key factor is the way in which the rising power, i.e., China reacts to the changing situation. Presently and for some time to come, China’s emphasis is to sustain the peaceful development and harmonious world strategy rather than to pursue an aggressive policy.
In Northeast Asia, there are multiple issues of controversy and conflict in the region such as verbal exchanges between the U.S. and China, North Korea’s nuclear issue, territorial disputes, and alliance. These are interpreted as expressions of transition politics. They also represent serious threats to stability and security in Northeast Asia. Collective efforts are necessary to prevent the region turn into a chaotic transition. This analysis is one of such efforts.
