이 논문은 오늘날 초국가적 사회운동에 대한 논의를 바탕으로 하여 이것이 국가의 주권적 권한을 잠식한다는 점에서 전통적인 웨스트팔리아 국제정치체제의 쇠퇴를 야기했다고 주장한다. 이러한 주장은 초국가적 사회운동이 ‘예외상태’를 규정짓는 권한과 관련하여 하향식으로만 작동하는 주권의 행사방식에 도전을 제기하고 있다는 경험적 판단에 근거한다. 이를 위해 이 논문에서는 슈미트와 아감벤에 의해 제시된 ‘예외상태’의 논리를 검토하고, 이것이 정치권력의 대외적 투사에 어떻게 작용하는지를 살펴보고자 한다. 슈미트와 아감벤의 주장에 따라 주권의 핵심적인 측면을 ‘예외상태’에 대한 ‘결정권’으로 볼 경우, 국가의 경계를 넘어 새롭게 확산되고 있는 초국가적 사회운동은 국가 중심의 국제정치체제를 개선 또는 대체하려는 대안의 시도라고 볼 수 있기 때문이다. 이러한 논의를 바탕으로 이 논문은 오늘날 국제정치이론의 맥락에서 초국가적 사회운동이 갖는 여러 의미를 검토하고자 한다.

This paper discusses the prevalent trend of transnational social movements, and argues that it has encroached the Westphalian system of international politics. This is based upon the empirical evaluation that transnational social movements have challenged the conventional, top-down way of sovereignty in defining the state of exception. For this, this paper explicates the logic of the state of exception and applies it to the external projection of political power. When we find the core of sovereignty at the decisional aspect of the state of exception, then we may see transnational social movements as one of the efforts to reform or replace the current state-centered international system. Theoretical implications of transnational social movements will also be discussed in the context of contemporary international politics.
