    This study is focused on analyzing the reasons behind Vocational High School students learning problems, and suggests teaching approaches that are in accordance with students characteristics while also suggesting flexible teaching-learning methods that take into consideration the various student-oriented activities. The main objectives of this study were; the investigation of actual state and requirement of the educational curriculums and teaching-learning methods, the analysis of Vocational Highschool students characteristics, the introduction of measures to manage the teaching-learning methods and related programs that take into consideration students characteristics. To attain above mentioned objectives, this research was carried out the review of related literatures. In addition, interviews were conducted with specialists and the members of Teachers Association in order to select the objectives of this study. Moreover, through the survey, current problem and requirement of Vocational Highschool education were presented and improvement measures suggested. Finally a seminar was held to make the final decision on the necessary teaching-learning methods that take into consideration the characteristic of Vocational Highschool students.
