The recent restructuring of global supply chains and rapid changes in
the international trade environment have renewed the strategic
significance of ports. Since the 2008 global financial crisis, Korea’s major
ports have undergone structural transformations amid prolonged global
economic stagnation, intensifying U.S.–China trade tensions, the spread of
protectionism, COVID-19–induced supply chain shocks, and shifts in the
global shipping market. Export–import ports now function not merely as
logistics hubs but as critical platforms for the formation and
transformation of regional economic structures through linkag
s with local industries, including manufacturing, basic materials, transportation, and
warehousing. In particular, changes in port container volumes influence
the broader regional economy via inter-industrial linkages, highlighting the
structural role of the port-related logistics industry. Recent trends show increasing container throughput in Pyeongtaek Port
and decreasing volumes in Gwangyang Port, mirroring changes in the
manufacturing GRDP of Pyeongtaek and Gwangyang between 2015 and
2020. This correlation underscores the need for empirical research on the
structural changes of these port cities and the economic ripple effects of
the export–import port logistics industry. Furthermore, this industry
impacts not only port cities but also the industrial and supply chain
structures of their broader hinterlands. According to port–hinterland
linkage theory, the economic functions of ports are realized through their
industrial interactions with hinterland regions, necessitating an integrated
analysis of both port and hinterland urban areas. Accordingly, this study empirically analyzes the economic impact of the
export–import port logistics industry by selecting the port–hinterland
regions of Pyeongtaek–Gyeonggi and Gwangyang–Jeonnam as case areas.
Using 2015 and 2020 as base years, regional input–output (I-O) tables for
Gyeonggi-do and Jeollanam-do and data from the Census on
Establishments were used to estimate the intermediate transaction
matrices for Pyeongtaek and Gwangyang by applying the Location
Quotient (LQ) method. The analysis evaluates the total output structure,
value-added structure, structural change index, and industrial
concentration levels. In addition, by exogenizing the export–import port
logistics sector in the regional I-O model, the study measures production,
value-added, and employment inducement effects, forward and backward
linkage effects, and supply disruption effects. The results reveal four empirical insights. First, the industrialtransformation in Pyeongtaek indicates a shift toward a composite
manufacturing–logistics structure, whereas Gwangyang shows persistent
dependence on the primary metal industry, indicating industrial rigidity.
Second, the key industries identified were Computer, Electronic, and
Optical Products, Transport Equipment, and Chemical Products for
Pyeongtaek and Gyeonggi, and Basic Metals, Coal and Petroleum
Products, and Chemical Products for Gwangyang and Jeonnam. Third, the
ripple effects vary by region, with larger inducement effects observed in
the hinterland areas. Forward linkage effects are concentrated in key
manufacturing sectors such as chemicals and basic metals, while transport
equipment manufacturing consistently shows the highest backward linkage
effect across all regions. Fourth, the supply disruption effect analysis
confirms that disruptions in the port logistics industry would significantly
impact key regional industries, particularly in the hinterlands, indicating
that the influence of the industry extends to the broader regional value
chain. These findings contribute to the empirical validation of previously
theoretical discussions regarding the structural linkage between export–
import port logistics and manufacturing. The concentration of forward
linkage and supply disruption effects on regional key industries
demonstrates that this sector serves as a critical component of regional
manufacturing supply chains. This underscores the need to shift policy
perspectives from infrastructure-centered approaches toward strategies
that integrate industrial structure and supply chain resilience. Based on these findings, this study proposes three policy directions:
First, customized strategies are needed to foster inter-industry linkages
between the port logistics sector and regional core manufacturing
industries. Second, a metropolitan-level governance framework must be
established based on strategic alliances between leading manufacturers and logistics firms, including multi-level industry–academia–research
collaboration. Third, for regions with high industrial concentration and
vulnerability to supply disruptions, such as Gwangyang–Jeonnam, an
integrated supply chain-oriented policy model is required to manage
logistics and manufacturing as a unified system
