국문 초록 (Abstract)

각 도시마다 특성 없는 획일적인 도시개발방식이나 도시경영전략상의 문제는 그 간 많은 비판을 받아 왔다. 이는 도시정체성을 근간으로 하는 도시의 이미지를 우선하여 도시공간과 이용을 도시계획에 비추어 적절히 반영하여 왔다기보다는 획일적 도시개발 사업을 바탕으로 토지를 구획하고 기반시설을 설치하는 방식을 취해 왔다는 것이다. 아직까지 도시별 조례의 내용은 각 지방자치단체마다 크게 다를 바 없다는 것이 이를 뒷받침해 준다.
도시이미지가 무엇인가에 따라, 그리고 그 도시이미지가 주민에 의해 뒷받침되고 지지받는 것인가에 따라 긍정적이라면 이에 따라, 부정적이라면 우선적으로 이를 제거해야 할 것이다. 도시이미지에 미치는 주요한 변수에 따라 도시공간과 이용계획을 어떻게 수립하고, 도시이미지 요소를 얼마만큼 부각시킬 수 있을 것인가는 매우 중요하다고 할 수 있다. 본 연구는 울산광역시를 사례로 선정하여 주민과 전문가를 대상으로 도시이미지가 어떤지 조사하고 도시공간 및 이용계획을 중심으로 어떤 요소를 우선적으로 부각시켜야 하는지를 살펴보기로 한다. 이는 울산광역시에는 도시운영전략의 주요한 자료로 활용될 수 있을 뿐만 아니라 그 밖의 지방자치단체에게도 의미 있는 기초자료를 제공할 수 있을 것이라 생각된다.

다국어 초록 (Multilingual Abstract)

The municipal policymakers in Korea have often encountered criticisms against uncharacteristic development projects that are usually inherited from the lack of locality into urban planning process. As a matter of fact, the so-called "supply-led approach'" of urban development without considering local context such as city image tends to only meet the minimum demand of urban service provisions including roads, sewages, and parks. As a result, it is hardly to witness the distinctive city image among most Korean cities that experience rapid urbanization during the post-war growth period. In this regard, it should be emphasized that the municipal government makes intensive endeavors to improve the city image by appropriate manners throughout the whole urban planning process.
This paper tries to identify what city images of Ulsan, a industrial capital of the robust Korean economy, are given to the citizen, with special attention to the components of urban planning. Furthermore, the case study explores effective policy considerations of municipal governance based on the empirical evidences drawn from the survey of local experts and residents in the region, The empirical evidence shown in this case study is expected to provide relevant policy implications to Ulsan metropolitan city as well as other municipal governments in Korea, where urban planning process.
