This study examines the factors contributing to declining integrity levels in the ‘A’ Office of Education over recent years and proposes practice-based improvement strategies from the perspective of frontline practitioners. To address the limitations of prior integrity studies that have focused primarily on indicator-based analyses or isolated incidents, this research conducted semi-structured interviews with personnel responsible for integrity-related tasks and employed qualitative content analysis to identify structural, institutional, and relational factors.
The findings indicate that practitioners perceive integrity policies as being driven largely by external evaluations, resulting in weakened autonomy and reduced effectiveness. Integrity, once regarded as an organizational value, has increasingly functioned as a formalistic administrative compliance task. In addition, insufficient interdepartmental collaboration, integrity fatigue stemming from repetitive training, personnel structures that hinder the accumulation of expertise, the limited effectiveness of public-interest reporting and citizen auditor systems, and an event-focused media environment were found to jointly contribute to the decline in integrity.
Based on these findings, this study suggests several improvement strategies, including establishing a framework for autonomous policy design, strengthening organization-wide collaborative structures, enhancing transparency in personnel management, reinforcing the effectiveness of internal and external control mechanisms, developing practitioner-centered feedback systems, and mitigating integrity fatigue through cultural change. While this study focuses on a single office of education and is therefore limited in scope, it provides value by offering an integrated analysis of structural issues in integrity administration from the perspective of frontline practitioners.
