신자유주의시대 자녀양육 및 교육의 고비용과 저출산 = High Expenses of Rearing and Educating Children and Low Fertility Rate in a Neoliberal Era of Korea

국문 초록 (Abstract)

한국에서의 자녀 양육비와 교육비 부담액은 세계적으로 높은 편이다. 이 연구에서는 한국사회에서 지속적으로 높아지는 자녀 양육 및 교육비용의 증가가 저출산에 미치는 영향을 규명함과 동시에, 자녀가치관의 전환 필요성에 대해 논의하는 데 목적이 있다. 특히 외국의 정책 사례를 참조해서 자녀한명을 키우는데 예상되는 전체 비용을 낮추는 방안을 구체적으로 모색하고자 하였다.
그 결과, 고비용 사회에서의 자녀 출산이 여성의 선택권에 기초하기 위해서는 어떤 정책이 필요한지에 대해 제언하였다. 첫째, 한국의 가정에서 자녀 1인에 양육비와 교육비 명목으로 투자하는 비용이 매우 크므로, 이를 줄일 수 있는 대책으로 사교육비 감소를 위한 방안 모색 및 저소득층 가정과 한부모 가정에서 자녀양육 부담을 저하시킬 수 있는 정책들을 외국의 사례를 예를 들어서 논의하였다. 뿐만 아니라, 학벌 중심사회에서의 탈피 필요성에 대해서도 고려하였다. 둘째, 일과 가정의 병행을 위한 정책으로는 가족친화적 기업문화의 확산 필요성과 양성평등한 가사분담에 대해서 제안하였다. 마지막으로 자녀에 대한 가치관을 바꾸고 소비중심적 생활태도에서의 전환을 위한 구체적인 방안을 살펴보았다. 이와 같은 대책들을 적극 실시함으로써, 자녀를 키우는 기쁨이나 행복감보다는 자녀에 대한 부담과 책임이 앞서는 한국사회에서 자녀의 정서적 가치를 강화하고 자녀와 가족에 대한 새로운 의미를 찾아나갈 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The financial burdens of Koreans to rear and educate children are very expensive compared to other countries. This study highlights how increasing expenses in rearing and educating children influence on the low fertility rate and tries to discuss the necessity of shifting family values in Korea. I, especially, tried to suggest the ways of lowering the overall expenses of rearing children by referring to the foreign policies.
As alternative policies for future, this study suggested the specific overtures which are necessary for women to broaden their rights in the decision making process of having own child or not. First, I suggested the ways to reduce the expenses of out of school studies for all families. At same time, I also proposed specific policies to reduce the financial burdens of rearing children especially for low income families and one parent households. Second, the needs to expand family friendly culture for corporations and egalitarian division of labor at home were discussed as policies to combine both work and family. Third, I suggested the ways to shift the consumption oriented attitudes of parents in the process of rearing children. These alternative policies will help Korean families to strengthen the importance of emotional values and increase happiness and pleasure in rearing children, while they reduce the burdens and responsibilities of rearing children.
