독과점 규제정책의 형성과정에 관한 분석: 1964-1980년을 중심으로 = An Analysis of formation process of monopoly regulation policy in Korea: 1964-1980

The aim of this study is to explain what the main drivers determining policy formation of Korea`s Monopoly Regulation. In other words, this study finds the reasons which require a long time to make monopoly regulation policy and is to review the policy proposals whether they fulfill the goal of monopoly regulation policy in order to secure fair competition and the balance of the national economy. To this end, especially focusing on the role, influence, relationship and interaction of the major contributors to the policy process, this study seeks the mechanisms of making monopoly regulatory policy. The paper finds as follows. The first, because of conflicting goals between the economic development policy which is most critical policy objectives of the government and monopoly regulation policy, it requires sixteen years(1964-1980) for making the monopoly regulation policy. FKI is also opposed to the policy and his opinion is more strongly reflected. Second, there is a disjunction between the substantive contents of the monopoly regulation policy and real purpose of that policy which is to secure fair competition and the balanced development of the national economy. Government makes policy with abuse principle rather than prohibition principle. Third, the President, the Economic Planning Board and the FKI play a leading role in the formation of a monopoly regulation policy. Parliament, the media, academia, and consumer organizations play the relatively minor role.
