일본 개호복지사 양성제도 운영의 시사점 = 한국 요양보호사 제도와의 비교분석

국문 초록 (Abstract)

본 연구의 목적은 일본 개호복지사 양성제도 운영에 대해 살펴보고, 한국 요양보호사제도의 운영의 발전방안을 찾는데 있다. 먼저 우리나라와 다른 나라의 요양보험제도에 대해서 살펴보고, 이를 바탕으로 일본 개호복지사제도와 한국의 요양보호사제도를 비교분석한 후, 한국의 요양보호사제도의 발전방안에 대해 시사점을 찾고자 하였다. 본 연구 결과 크게 네 가지의 발전적 방안을 모색하였다. 첫째, 인력수급 관련 내용으로 요양보호사 인력이 공급과잉의 우려가 있어 체계적인 관리가 이루어져야 한다. 둘째, 요양보호사 양성체계와 처우는 요양보호사들의 자질향상이 곧 서비스의 질로 나타나기 때문에 정기적인 소양교육으로 업무의 능력이 향상될 수 있도록 해야 하며, 업무성과에 대한 적정한 보상과 처우가 이루어져야 한다. 셋째, 교육에 있어서는 교육시간 기준이나 표준화된 교육과정, 현장실습, 강사기준 등이 제도적인 강화방안으로 마련되어져야 한다. 넷째, 요양보호사 자격시험제도가 시행되어야 하며, 그로인해 업무이해 및 보고서작성 등 실무적인 기본소양 이루어져야 한다.

다국어 초록 (Multilingual Abstract)

This study aims to examine the care worker system in Japan and develop an effective plan on management of the nursing care system in Korea. For the purpose, this study examines nursing care systems in other countries, compares the care worker system in Japan with the nursing care system in our country based on the results, and finds suggestion on our nursing care system. Based on the results of the study, we develop four effective plans on the nursing care system. First, in respect to the human resources, as it is afraid to produce excessive number of nursing care workers, organized management is needed. Second, as the quality of nursing care workers is related with the quality of services, regular training should be provided and proper incentives and recognition on their achievements should be given for enhanced ability in nursing. Third, the criteria on education hours, curriculum, practice and instructors should be developed for institutional enhancement. Fourth, nursing care certificate system should be developed to cultivate nursing care workers who have basic ability to understand their work and report it exactly.
