정보통신기술이 장애인 노동시장에 미치는 영향 = The effects of Information and Communication Technology(ICT) in a labormarket of people with disabilities

국문 초록 (Abstract)

장애인들에게 현대 사회에서의 기술발달의 효과는 서로 상반되게 나타난다. 즉 개인적 차원에서의 긍정적 효과가 사회적 차원에서는 생산합리화(자동화) 때문에 그 효과가 부정적으로 된다. 이것이 ICT의 발달이 장애인들의 고용에 어떤 영향을 미치는지를 섣불리 말하기 어려운 이유이다. 기술변화를 동반하는 고용전망은 각각의 단계나 장애인 개인에 따라 다르게 나타난다. 업무내용이 공장제 생산중심에서 정보를 다루고 서비스가 주요 역할을 하는 생산체제로 바뀜에 따라 어떤 장애인들의 고용전망은 밝을 수도 있다. 다른 조건이 일정하다면 고학력의 커뮤니케이션 장애인들은 노동시장에서 상대적으로 더 많은 경쟁력을 가질 수 있다. 하지만 ICT의 발달은 노동시장에서 장애인들이 직면하고 있는 여러 문제들에 관한 부분적인 해결책에 불과하므로 효과적인 장애인고용 활성화를 위해서는 경제적, 사회문화적 변수들이 함께 고려된 수요자 중심의 정책 수립과 실행이 있어야 한다.

다국어 초록 (Multilingual Abstract)

The effects of technological change in present society conditions are contradictory. The positive effects on the individual level are counteracted by the rationalization of production at the social level. This is an important reason why a simple summary judgement as to the implications of ICTs to the employment prospects of disabled persons is hard to judge. The employment prospects accompanying technological change have different levels and for persons with different skills. As the job content changes from production dominated by manufacturing to handling information and service centered production, the prospects for some groups of disabled persons can improve. Other things being equal, those highly educated with communication disabilities should be relatively more competitive in the labor market. Because ICTs, at best, can be a partial solution to the problems faced by persons with disabilities in the market, consumer based policies which economic, social and cultural factors were considered should be made and implemented.
