      This study is aimed to analyse the present conditions and problems of local Housing Master Plans of cities at Choobu and Kansai areas in Japan. 75 Questionnaires are collected from cities from 12 to 30 on Oct 103 Housing Master Plans of 75 cures are finished or appropriating now. 60 percentage of them didn't have any housing plans until now. Housing Master Plans are contributed positively to the synthesization and the localization of housing plans, strengthening housing administrative status, jointing the related administrative branches. But several problems are left to the process of making the plans, enforcing the policies Especially the participation of making the palls by residents is insufficients, its are unsurmountable problems that public housings are mayor action programs of the housing policies
