New Social Risks and the Welfare State Modernization

국문 초록 (Abstract)

탈산업사회(post-industrial society)로의 이행은 종래의 전후 복지국가와는 다른 새로운 복지국가를 요구한다. 왜냐하면 이행에 따르는 사회경제적 변화 - 특히 노동시장과 가족구조에서 발생한 불안정성의 증대 - 는 종래의 전후 복지국가가 보장했던 위험들과는 전혀 다른 종류의 새로운 사회적 위험들(New Soical Risks)을 야기하기 때문이다. 요컨대 새로운 사회적 위험에 대한 복지국가의 적응, 즉 복지국가의 현대화(Modernization of Welfare State)가 진행되고 있는 것이다. 현대화 과정의 대상이 되는 사회적 위험들은 세 부분에 집중적으로 나타나고 있다: 가족관련 위험, 노동시장관련 위험, 사회보장 적용범위와 관련한 위험. 본 연구는 이러한 새로운 사회적 위험의 출현을 분석하고 그것이 어떠한 함의를 갖는지를 시론적으로 검토하고 있다. 우선, 새로운 사회적 위험이란 과연 무엇인지 그 개념과 특성을 살펴보고 있다. 다음으로, 새로운 사회적 위험에 대한 대응양상을 유럽의 맥락에서 살펴보고 있다. 끝으로, 새로운 사회적 위험이 앞으로 어떠한 맥락에서 전개될 것인지를 조망하고 그 함의를 정리하고 있다.
