평생학습관 운영의 비용-효과성 분석 : 전북지역 평생학습관 운영을 중심으로 = An Analysis on Cost-Effectiveness of Lifelong Learning Center

국문 초록 (Abstract)

이 연구는 평생학습관 운영에 대한 비용-효과성 분석을 통해 평생학습관의 기능과 역할을 강화하고 평생교육의 국가지원체제로서 평생학습관의 차별화된 역할 구도를 재정립하고자 시도 되었다. 연구목적은 첫째, 평생학습관의 지정 공공도서관과 미 지정 공공도서관의 평생학습프로그램 운영 현황을 비교 분석, 둘째, 프로그램에 참여하는 학습자의 만족도를 비교 분석, 셋째, 평생 학습프로그램 운영에 대해 지역별 비용-효과성 수준을 측정, 이를 토대로 평생학습관 역할 재정립을 모색한다. 이에 대한 연구 결과를 보면 첫째, 평생학습관은 평생학습프로그램 운영에 차별화와 특성을 확보해야 하고, 둘째, 지정과 미 지정기관의 평생학습프로그램에 참가하는 학습자의 만족도 차이는 없었으나, 지역구분에 따라 강사만족, 운영만족, 시설만족, 성과만족의 일부에서 유의한 차이가 있었다. 마지막으로 평생학습관 운영에 대한 비용-효과성을 높이기 위해 주민의 요구가 반영된 평생학습프로그램을 개발 운영함으로 학습권을 보장하고, 평생학습프로그램의 특성에 적합한 비용의 투자가 선행되어야 한다. 따라서, 이 연구는 평생학습관의 본질적 운영의 활성화를 위해서는 지자체나 교육청의 행정적 지정 운영만의 행위는 한계가 있음을 밝히고 있다.

다국어 초록 (Multilingual Abstract)

This study is to enhance the function and role of Lifelong learning center through the analysis of Cost-effectiveness. This analysis has been conducted to re-establish a differentiated role of Lifelong learning center as a nationwide supporting system. The purpose of this study is to seek an alternative way of lifelong learning center operation in a comparative analysis. The focus of this analysis is on programmes, satisfaction, and Cost-Effectiveness between the designated and undesignated centers by locals. The result of this study is as follows. First, satisfaction level of participants who take the programs between designated and undesinated centers is not statistically significant. Second, satisfaction level of lecturers, ways of the operation, facilities and outcomes partly has a statistical significance by locals. These findings have implifications that the action of either designation or not on lifelong learning center does not make differences in the effectiveness of the centers. Development of participants friendly programmes and an adequate investment in the programmes should precede the political decision making.
