The city, a symbol of human civilization, is not only the political, economic and culture center of a country, but also an important foundation of national modernization. For the past few years, the urbanization in China processes by leaps and bounds, which has promoted the economic growth and comprehensive national power. However, the rapid expansion of urbanization has brought a new problem ---- the haze. In recent years, most middle and eastern provinces in China got into the trouble of haze, which has risen the public attention to environmental problems. The urban haze can bring negative effect on residents’ life and health. Thus there must be an adverse impact on sustainable development strategy of China if we do not solve this problem.
According to the study of recent leading research in China, it is not hard to found that the causing factors include both natural and human parts. The natural factors mainly means the weather process and meteorological condition that go against haze diffusion; the human factors focus on unreasonable energy
consumption structure, industrial waste gas emission, building construction dust and the urban effect that causing by unconscionable urban planning and the unconscionable of urban space within system. Basing on the cause of haze, the formation process can be divided into four stages: specific weather condition,
producing atmospheric pollution, contaminant assembling, regional haze forming.
Because the defects of urban planning, such as space, environment, population and resource, can be reflected in the way of haze formation, the connection of each stage of haze with urban planning can be easy to found the defects of urban planning. Moreover, these defects have promoted the extent of urban
effects like urban heat island, so there is a fact of intimate connection between haze and the nature and human issues.
As we said above, this paper base on the refection of traditional urban planning, by means of researching the present situations and characteristics of haze in China and comparing China’s haze treatment policy with foreign counties, to figure out the inner connection of haze and urban planning and put forward some advices aim at perfecting the haze treatment policy of China.
According to China’s air quality index (2012) and the latest data released by China Meteorological Administration (CMA), this paper choose Beijing, which quality index of air is 200 to 300, as study object. The main research content includes the analysis of existing urban and green space planning policy; the study of haze governance experience aboard; and the comparing and analyzing of foreign countries’ relevant policy and legalization in order to track out an achievable countermeasure for urban haze problem.
This paper has consulted a mass of documents about the haze governance in China, especially focus on the data of PM2.5, and has got basic causing information of the haze. For coming up with an effective solution for the increasingly serious air pollution, this paper will dissect the environmental management policy of Japan, America and British in order to found some inspiration for China.
In addition, this paper will use the mean of facility visit and take advantage of the data provided by relevant authority so as to improve and perfect the present haze controlling measures in the scope of urban planning.
