프랑스의 지방분권 이후 특별지방행정기관의 운영 개편과 특징

국문 초록 (Abstract)

이 논문은 프랑스의 지방분권 이후 특별지방행정기관의 운영 개편과 그 특징을 파악하고, 시사점을 제시하는 데 목적이 있다. 프랑스는 국가 임명 지사 권한 하에서 다양한 영역에 걸쳐 특별지방행정기관을 두고 있다. 1982년 지방분권 실시 이후 중앙부처의 권한을 특별지방행정기관에 위임하는 ‘행정분권(deconcentration)이 지속적으로 추진되고 있다. 최근에 정부는 국가행정의 효율적 수행을 위하여 국가 지역지사의 역할 강화, 부처파견기관 일부의 통합 및 협력적 운영 등에 대하여 수차례 법규를 개정하였다. 행정분권은 지방의 자율과 국가의 통합성을 조화시키기 위하여 모색된 프랑스 방식이다. 이러한 행정분권은 국가행정과 주민과의 거리를 좁히는 데 기여하고 있다. 그러나 프랑스는 다른 나라에 비하여 국가의 역할을 중요시 하고 있어 특별지방행정기관에 대한 개편은 점진적으로 추진하고 있다. 프랑스 특별지방 행정기관의 개편은 우리에게 다음과 같은 시사점을 준다. 이론적 측면에서 보면 특별지방행정기관은 중앙집권의 산물로 지방분권과 조화를 이루기 어려운데 프랑스는 행정분권을 지방분권의 일환으로 추진하였고, 기능에 따라 다양한 관련 단체들이 참여하는 거버넌스 방식을 활용하고 있다. 우리나라는 지방분권의 강화와 함께 특별지방행정기관에 대한 통합행정청(prefecture) 설치와 행정분권, 국가 임명 지역지사 제도의 도입 등을 중장기적 차원에서 검토할 필요가 있다. 정책적 측면에서 보면 특별지방행정기관의 개편 시 점진적ㆍ실험적 방법 적용, 행정분권 헌장 제정, 특별지방행정기관의 설치 제한과 통합적ㆍ협력적 관리 강화 등과 같은 프랑스 방식은 우리에게 시사점을 준다.

다국어 초록 (Multilingual Abstract)

This paper aims to suggest policy implications for Korean regional structural reform by reviewing the operational reorganization of the French field administrative offices are being operated under the control of the state-appointed governor. Since the decentralization. as a way of decentralization, the power of central government has continuously been transferred to the field offices. To improve administrative efficacy, the state government has amended laws in a way which strengthens the power of the state-appointed governor, and secured consolidation and cooperative operation among the state-agencies. As a French way of reconciling national unity with local autonomy, deconcentration has contributed to filling the gap between the state administration and the residents. Placing emphasis on the role of the state. French government, however, is implementing the reorganization in a incremental way. The reorganization of the French field administration offices provides following implications to Korea. In a theoretical term, it is hard to reconcile field offices, products of concentration, with decentralization. But the French government has propelled deconcentration as a way of decentralization and taken a model of governance in which all the stakeholder agencies participate. From this point of view, when reinforcing decentralization and reorganizing field offices, it is necessary for Korean government to consider establishing new prefecture and regional "Do" by consolidating adjacent "Do" and cities, propelling deconcentration, and introducing the appointed-governor system in the middle and long run. In a policy term, on the other hand, it is necessary to consider adopting incremental and experimental measures, enacting a charter of deconcentration, restricting the establishment of field offices, and reinforcing cooperative management among relevant agencies.
