To boost a better national in-home service for the elderly in quantity and quality, it`s required first to enlarge its coverage. Secondly, more professional, extended service should be provided, including medical service. Third, the same sort of service needs to be delivered in an integrated, unified manner. And thorough role division is required among the organizations concerned and their employees to offer more expert services. Fourth, in-home service is currently provided free by the central and local governments, and there should be a greater support for that. The government should give extended support for universally much needed services. This kind of services should be offered free to the low-income class, and it`s desired that the other classes pay for the services differentially based on their income level. For the middle and high classes in need of higher-quality, specific service, it`s recommended that the market economy principles be introduced. Therefore, administrative and financial aids should be prepared in an effort to increase paid service suppliers and vitalize the elderly industry. Besides, it`s urgently required to consider introducing care-insurance-system adopted by Japan.
