창원시 지방소멸에 미치는 영향에 관한 연구 = A Study on the Factors Affecting Changwon City's Local Extinction Risk Index

국문 초록 (Abstract)

본 연구는 창원시의 지방소멸에 미치는 영향에 관한 연구를 하기 위한 것이고, 이러한 연구를 위한 데이터로는 횡단면 자료와 시계열 자료를 합친 균형 패널데이터로 창원시 지방소멸에 영향을 미치는 요인들을 살펴보고자 하였다. 현재 창원시의 지방소멸지수를 통해 창원시 구별의 지방소멸실태를 파악할 수 있었으며. 구별로 필요한 부동산 정책수립 방향성 제시 및 향후 계획 수립에 활용이 가능할 것으로 보인다. 창원시의 경우 2016년을 기준으로 인구가 빠르게 감소하고 있음을 파악할 수 있었으며, 창원시의 핵심산업인 제조업, 중공업, 조선업이 쇠퇴함으로써 인구감소가 나타났다. 따라서 현재 침체되어지고 있는 창원국가산업단지를 중심으로 규제완화와 정책적 지원을 통해서 생산인구인 청년층의 인구를 유입시키기 위한 지방자치단체의 정책수립이 필요하다. 아파트 매매가격의 상승을 통해 수요자를 유인시키기위해서는 적절한부동산개발의 필요하고, 개발에 필요한 지원정책과규제완화정책을 통해창원시의 지방소멸지수 증가에 긍정적인 영향을 줄 수 있다는 것으로 판단되어진다. 이러한 결과를 바탕으로 창원시는 구체적으로, 다른 지역으로의 인구유출을 막기 위한 방안으로 인구유입에 따른 임차인의 부담을 완화하기 위한 정책을 미리 준비하는 것이 필요하고, 주거안정지원정책과 주거지공급을 위한 개발규제 완화를 통해 지속 가능한 인구유입에 대처해야 한다.

다국어 초록 (Multilingual Abstract)

This study aims to identify the factors that reduce the risk of rural depopulation in Changwon through the factors that affect the rural depopulation risk index in Changwon. The data used for the analysis of the study is a cross-sectional data for the distinguished areas of Changwon City in terms of geography, and a time series of 128 monthly data from January 2012 to August 2022. To conduct the empirical analysis, a balanced panel data combining cross-sectional and time series data was used to examine the factors affecting rural depopulation and population decline in Changwon City.
The current rural depopulation risk index of Changwon City allowed us to identify the rural depopulation status of different districts of Changwon City, and it is expected to be used to provide direction for the establishment of real estate policies and future plans for each district. In the case of Changwon City, it was possible to identify that the population was rapidly declining as of 2016, and the population decline was caused by the decline of manufacturing, heavy industry, and shipbuilding, which are the core industries of Changwon City. Therefore, it is necessary for local governments to establish policies to attract the population of young people, the productive population, through deregulation and policy support centered on the Changwon National Industrial Complex, which is currently stagnating. It is judged that appropriate real estate development is necessary to attract consumers through the increase of apartment sales prices, and that supportive policies and deregulation policies for development can have a positive impact on the increase of the local extinction risk index in Changwon City. Based on these results, it is necessary for Changwon City to prepare policies in advance to ease the burden of renters due to population influx as a way to prevent population outflow to other areas, and to cope with sustainable population influx through housing stability support policies and relaxation of development regulations for housing supply.
