지방분권(개혁)을 위한 헌법개정에 관한 연구- 프랑스 사례를 중심으로 - = The Revision of Constitution as the Innovation of Decentralization : Focus on French case

다국어 초록 (Multilingual Abstract)

The Republic of France is one and indivisible and the national sovereignty consecrated as the exclusive principle of government. Two grand systems accompany two opposite solutions to the problem of territory administration which is related to the occidental democracy. The first, based on the British tradition of the "self-government", has since longtime reinforced the existence of the decentralized collective territory(collectivité territoriale décentralisée). The second, founded on the Jacobin and Napoleon ideology, brought birth to the theory of de-concentration and therewith acquired some fame through the french system prefecture.
The rightist government Raffarin(Jacques Chirac) has revised the Constitution, thus accelerating the political decentralization effectuated by the leftist government (François Mitterand). It is in its context that the successive study of the Republic organization, of new role of the collective territory, of the reinforcement of the citizen intervention, of the research of the most grand autonomy financier and of the new organization of the “oversea”("l`outre-mer") should be made.
