The purpose of the paper is to investigate the actual situations, the motivations and backgrounds of the corruption of Korean public servants, and to suggest the preventive measures from the socio-cultural, systemic, political, economic and situational view points.
The causes of the corruption of the Korean public servants can be summarized as follows.
From the behavioral view point, traditional authoritative attitudes, family orientation, formalism, and lack of moral consciousness of public servants are the causes of the public servants' corruption. From the administrative systemic view point, lack of reality in administrative regulation and control, unreasonable level of renumeration, unjust personnel management system, and lack of integrated control system are the causes of the public servants' corruption. From the political view point, unstable politics and weak political structure are the cause of the public servants' corruption. From the economic view point, weak government structure, dirty ties between politics and economics, unstable society, and confusion in civil value judgements are the causes of the public servants' corruption.
Considering above mentioned factors affecting the corruption of the public servants, this paper suggests the following preventive measures for the corruption of the public servants.
First, it is necessary to establish an integrated special laws for preventing corruption of the public servants.
Second, preventive measure rather than punishment should be prepared. For this purpose, the deep-rooted routines and systems that cause the corruption should be refined.
Third, progressive and continuous preventive measures rather than radical and impulsive measures should be prepared. It is more desirable to prepare the preventive measures that minimize the corruption rather than to find the radical measures to eradicate the corruption in order to minimized the resistance from the society of the public servants.
Forth, the combination of punishment and self-refinements of the public servants is necessary. Public servants should serve relying on responsibility, ethics, administrative philosophy, and moral consciousness as public servants.
The most important things for the prevention of the public servants' corruption are ethics and the moral consciousness as public servants. In order to improve the moral consciousness as public servants, the public servants themselves should have the sound value judgement.
