Countries all over the world are making various efforts to ensure that the technical regulation is not used for technical barrier to trade (TBT). Internationally, TBT Agreement under WTO has been concluded, and ITU and ISO, the international standardization organizations for information and communication, are striving to enact standardization that can be used by all countries. Furthermore, some countries have introduced bilateral MRA which prevents the subject country from using the technical regulation as the means of trade barrier. There have been many agreements between countries to promote international trading. These agreements can be mainly divided into TBT application as is type, TBT plus type, declaration type and MRA type. For Korea, MRA type is recommended for the agreement with some countries, similar to our regulation system, otherwise TBT application or TBT plus type is recommended for the agreement with other countries unlike our system. The regional economic blocks are also making various attempts to remove the technical barriers. EU has been making the member countries to adopt a single CE-Marking system in all industries since 1980`s. But APEC is only making recommendations to develop and use the reference model for each industry to the member countries as the block does not have the single certification program. This paper analyzes the development trend in international level and bilateral agreements of the various countries in order to study the efforts by the countries in relation to technical regulation. Korea`s future counteraction based on the study is also proposed.
