태국 중고등학교 한국어교원 파견과 관리를 위한 시스템 구축 사례연구 = A case study of establishing a system for dispatch and management of Korean teachers to secondary schools in Thailand

국문 초록 (Abstract)

태국 내 현지 중고등학교에서 제2외국어로서 한국어교육의 시작을 태국 전역에 확대 실시된 2011년부터로 본다면 불과 2년이라는 짧은 시간이 지났다. 하지만 한국어교육의 성장과 한국어교육의 확산은 매우 빠르게 그 범위를 넓혀가고 있다. 이러한 확산 뒤에는 태국정부 주도의 대단위 한국어교원 파견 요청과 이를 수용한 한국정부의 결단, 그리고 새로운 형태의 지원과 관리가 있었다. 2011년부터 실시된 태국 현지학교 한국어교원 파견 사업은 한국어교원 파견 사업으로는 최대 규모일 뿐만 아니라 형식에 있어서도 처음 시도되는 최초의 대단위 교원 파견 사업이었다. 본 논문에서는 먼저 한국어교원의 태국 현지학교 한국어교원 파견에 대한 과정과 의미를 살펴보고자 한다. 그리고 2011년 태국 중고등학교에 파견되었던 한국어교원 54명에 대한 교육, 관리, 평가시스템에 대한 체계적인 사례분석을 시도하고자 한다. 이는 처음으로 시도된 관리 모델의 필요성을 설명하고자 하는 것으로 태국 현지학교 파견교원과 관련된 관리 모델에 대한 분석은 이후 유사한 사례를 가진 다른 나라에도 적용할 수 있는 모델이 될 것이고, 현지 교육기관에서 한국어교육의 확장과 안정적인 정착 그리고 발전을 위한 체계적인 지원방안을 제시할 수 있다는 점에 그 의미가 있다.

다국어 초록 (Multilingual Abstract)

Korean language education in local Thai secondary schools has been proceeding only for 3-4 years. When the cases of model schools are excluded, the education only has 2 years of short history since 2010. However, the rapid growth and proliferation of Korean language education have expanded the scope of education. Behind such developments, there was a decision to dispatch large units of Korean teachers as well as a new form of support and management, all of which are led by the government. These factors have produced remarkable achievements in a relatively short period of time.
The dispatch program to Thailand, which came into effect in 2011, was the first large-scale dispatch that was not only the greatest in size, but also ground breaking in form.
This paper first examines the process and meaning of the Korean teachers dispatch program to local Thai schools. Then, it will systematically analyze a case on the training, management and evaluation system for 54 Korean teachers dispatched to Thai secondary schools in 2011. This is to account for the necessity of the Online assistance system which was first tried during that program. The analysis on the supporting system for dispatched teachers in Thailand will provide a model which will be applicable to other countries with similar cases. It is also significant in a sense that it suggests supporting measures for expansion, stable settlement and development of Korean education at local institutions.
