주성분 분석을 이용한 우리나라 「고용의 질」 추이 분석 = Measuring the Quality of Employment : Principal Component Based Index Using Korean Quarterly Data

국문 초록 (Abstract)

본 연구에서는 양적 고용지표에 대한 보완수단으로서 「고용의 질」 을 측정하기 위한 단일지표를 7개발하여 제시하였다. 「고용의 질」에 영향을 끼치는 요인들을 고용의 기회, 고용의 안정성, 소득의 안정성, 사회적 보호 등 네 가지 범주에 의해11개를 선정하였다. 이들 세부지표의 '분기시계열자료'(1995:3-2007:1)의 표준화된 편차를 이용하여 측정단위를 통일한 후 주성분 분석에 기초한 가중평균방식으로 고용의 질적인 추이를 계산하였다.
고용의 질적인 개선을 위해서는 외환위기 이전에 비해 크게 하락한 저소득계층의 소득점유율과 높은 수준의 임시·일용직 비율 등에 대한 근본적인 개선 대책이 필요한 것으로 분석되었다. 그러나 단일 가중지표를 이용한 「고용의 질」 계측 결과는 특수한 경제상황이나 개인집단의 속성에 따라 민감하게 반응할 수 있으므로 본연구가 처음 시도한 「고용의 질」 지표의 강건성을 확립하는 후속연구가 지속적으로 이루어져야 할 것으로 생각된다.

다국어 초록 (Multilingual Abstract)

This paper provides principal component based index for the 'quality of employment'(QEI) using 11 indicators categorized as employment opportunity, stability of work, adequate earnings, and the social protection for occupational disaster and unemployment. We show that how standardized indicators are aggregated and weighted to arrive at a single composite measure of QEI. Our results suggest that low unemployment and high employment rates are not necessarily associated with the improvement of QEI. For the improvement of QEI which sharply decreased with the Korean currency crisis in the late 1997, we have to prepare for the fundamental policies for reducing the high rates of temporary workers and improving the income redistribution. Our QEI may not be robust to the differently-specified situations and domains of QEI. Further research is needed to find out robust aggregation methods.
