본 연구는 북한의 핵 태세를 결정하는 데 영향을 끼치는 대내‧외적 요인–안보환경, 핵태세검토보고서(NPR), 북한의 국내정치 상황–분석을 통해 북한의 핵실험을 통한 핵태세 변화의 메커니즘과 결정요인을 규명하고, 이에 대한 정책적‧전략적 함의(시사점)를 도출하는 데 목적이 있다. 이는 북한 핵태세 변화의 메커니즘과 결정요인에 대한 심층적 분석을 통해, 향후 북한 핵태세의 체계적 전망과 정책ㆍ전략적 대응방향 설정을 위한 이론적 기반을 제공할 것이다. 비핀 나랑(Vipin Narang)의 ‘핵태세 최적화 이론’을 이론적 설명 도구로 활용하고, 북한의 1~6차에 걸친 핵실험을 ‘복수사례’(Multiple Case)로, ‘안보환경’, ‘핵태세검토보고서(NPR)’, ‘북한의 국내정치 상황‘을 ’하위분석단위’(Sub Unit of Analysis)로 하는 복합적 설계기법을 적용해 분석한 연구 결과는 다음과 같다. 첫째, 비핀 나랑의 핵태세 이론을 적용해 분석한 결과, 북한의 핵태세는 ‘촉매형 태세’ → ‘비대칭 확전형 태세’ → ‘제한적 확증 보복형 및 비대칭 확전형 태세’ → ‘확증 보복형 및 비대칭 확전형 태세’라는 단계적 진화 과정을 거쳤음을 뚜렷하게 보여주고 있다. 핵실험 이전 ‘촉매형 태세’를 유지하다가 1, 2차 핵실험을 통해 ‘비대칭 확전형 태세’로 전환하였다. 이후 3~6차 핵실험을 거치면서 ‘제한적 확증 보복형 및 비대칭 확전형 태세’를 유지하였다가 이후 ‘확증 보복형 및 비대칭 확전형 태세’로 전환하였다. 이 과정에서 ‘비대칭 확전형 태세’는 1~6차 핵실험 단계에서 지속 유지되었음을 보여주었고, 이로인해 이것이 북한 핵전략의 핵심적 특성 중 하나로 고착화되었다는 점이다. 둘째, 1~6차 핵실험을 통한 북한의 핵태세 변화는 안보환경, 미국 NPR, 그리고 북한 국내정치 상황과 같은 결정 요인들의 상호 작용의 결과로 발생하였다. 안보환경의 불확실성은 핵태세 진화의 근본 요인으로, 미국 NPR은 핵태세의 공격적 전환을 자극하는 외부 요인으로, 그리고 북한의 국내정치 상황은 내부 요인으로 작용하였다. 이런 요인들은 상호 순환적 구조를 통해 북한 핵태세의 불가역적이며, 지속적인 고도화를 초래하였다. 이런 연구 결과가 우리에게 제시하는 정책적‧전략적 함의는 다음과 같다. 향후 북한의 핵태세는 핵실험 재개, 핵 개발을 통한 핵 능력 고도화를 지속할 것이다. 이 과정에서 ‘확증 보복형 및 비대칭 확전형 태세’를 더욱 공고히 하는 방향으로 핵전략을 유지할 것으로 생각된다. 따라서 이에 효과적으로 대응하기 위해서는 우선 외교, 정보, 군사, 경제의 DIME 요소에 기반한 체계적이고 통합적인 대응전략이 필요하다. 왜냐하면 이는 북한 핵태세의 비가역적 고도화에 체계적으로 대응함과 동시에 한반도 평화체계 구축과 동북아 안보질서의 안정적 전환을 위한 실질적 로드맵을 제공해 줄 수 있기 때문이다.

This study aims to identify the mechanisms and determinants influencing changes in North Korea’s nuclear posture by analyzing internal and external factors—specifically the security environment, the U.S. Nuclear Posture Review(NPR), and North Korea’s domestic political situation—and to derive policy and strategic implications. Through an in-depth analysis of these mechanisms and determinants, this research provides a theoretical foundation for systematically forecasting North Korea’s future nuclear posture and formulating policy and strategic responses. Utilizing Vipin Narang’s ‘Nuclear Posture Optimization Theory’ as the theoretical framework, this study applies a complex mixed-methods design, treating North Korea’s six nuclear tests as ‘Multiple Case’, and regarding the ‘Security Environment’, ‘NPR’, and ‘North Koreas’ Domestic Political Situation’ as ‘Sub Units of Analysis’. The key findings are as follows: First, applying Narang’s nuclear posture theory reveals a clear, phased evolution in North Korea’s nuclear posture, transitioning from a ‘Catalytic Posture’ to an ‘Asymmetric Escalation Posture’, then to a combined ‘Limited Assured Retaliation and Asymmetric Escalation Posture’, and finally to an ‘Assured Retaliation and Asymmetric Escalation Posture’. Prior to nuclear testing, North Korea maintained a ‘Catalytic Posture’ but shifted to an ‘Asymmetric Escalation Posture’ after the first and second nuclear tests. Through the third to sixth tests, it sustained a posture combining ‘Limited Assured Retaliation and Asymmetric Escalation’, later transitioning to ‘Assured Retaliation and Asymmetric Escalation’. Notably, the ‘Asymmetric Escalation Posture’ persisted across all six nuclear test phases, solidifying as a core characteristic of North Korea’s nuclear strategy. Second, the change in North Korea’s nuclear posture through the six nuclear tests resulted from the interaction of key determinants: the security environment, the U.S. NPR, and North Korea’s domestic politics. The uncertainty in the security environment served as a fundamental driver for posture evolution; the U.S. NPR acted as an external stimulus prompting aggressive posture shifts; and North Korea’s domestic political situation functioned as an internal factor. Through a reciprocal and cyclical structural relationship, these factors induced irreversible and continuous enhancement of North Korea’s nuclear posture. The policy and strategic implications derived from this research are as follows: North Korea is expected to continue its nuclear testing and capacity enhancement, consolidating the ‘Assured Retaliation and Asymmetric Escalation Posture’. Therefore, an effective response necessitates a systematic and integrated strategy based on the DIME framework—Diplomacy, Information, Military, and Economy instruments. This approach not only enables a systematic response to the irreversible sophistication of North Korea’s nuclear posture but also provides a practical roadmap for establishing a peace regime on the Korean Peninsula and ensuring a stable security order in Northeast Asia.
