      The spatial implication of inter-local cross-border cooperation in Northeast Asia is surveyed in terms of “transnational local zone”, new scale of region, to illustrate the rise of “new regionalism”, distinguished from “old regionalism” by its subregional, voluntary, and grass-rooted characteristics, and to show that such spatial transformation may be interpreted as a resurrection of “maritime Asia”, which is attributed to the port cities' centrifugal forces and their interaction system. The study of city network, as forms of structuration of cities according to the urban size and function, provides a basis for arguing that the city conferences flourishing from 1990s in Northeast Asia constitute “club of cities” for a communication network among local actors and aim to develop “alliance of cities” for the scale economies and the externalities. A comparative exploration of the port city networks in the region concludes that the success of inter-city governance will depend on how to raise the level of inter-local networking in terms of information, transportation, and innovation. It is suggested that the human and cultural dimension of inter-local cross-border cooperation should be appreciated as a process of social capital accumulation, prerequisite for the institutional development of East Asian regionalism.
