최근 기후 변화 대응을 위한 온실가스 감축 노력이 전 세계적으로 확산함에 따라, 온실가스 배출권 거래제(ETS)가 주요 정책 수단으로 활용되고 있다. 그러나 대학이라는 특수한 조직에서 ETS가 실질적인 감축 효과를 내고 있는지에 대한 심도 있는 연구는 부족한 실정이다. 일부 대학은 ETS 할당 대상임에도 불구하고 온실가스 배출량이 지속적으로 증가하는 추세를 보이고 있어 ETS 정책이 대학의 온실가스 배출에 어떠한 영향을 끼치는지 확인할 필요가 있다.
이에 본 연구는 ETS 할당이 대학의 온실가스 배출량에 미치는 영향을 실증적으로 분석하였다. 특히, ETS 제도가 대학으로 하여금 실질적인 ‘온실가스 감축’과 비용 지불을 통한 ‘배출권 구매’ 중 어떠한 전략적 선택을 유도하는지 검증하는 데 목적이 있다. 이를 위해 2011년부터 2023년까지 국내 23개 대학의 패널 데이터를 구축하고, 하우스만 검정을 통해 채택된 확률효과모형(Random Effects Model)을 사용하여 분석을 수행하였다.
분석 결과, ETS 할당 여부는 대학의 온실가스 배출량과 통계적으로 유의미한 양(+)의 관계를 보였으며, 이는 ETS가 대학 현장에서 실질적인 감축 유인으로 작동하지 못하고 있음을 시사한다. 또한, 대학의 연구비가 증가할수록 온실가스 배출량도 유의하게 증가하는 것으로 나타나, ‘연구 중심 성장’이 배출량 증가의 구조적 원인임이 확인되었다.
이러한 결과는 대학이라는 사회가 연구실이 발생시키는 탄소 외부 불경제를 묵인하는 고유한 특성에서 기인하는 것으로 해석된다. 첫째, 대학 평가와 생존을 위한 ‘연구 중심 성장’ 전략은 탄소 배출을 성장의 비용으로 용인하게 만드는 ‘목표적 묵인’을 형성한다. 둘째, 교원의 전문적 영역(연구)과 행정의 관료적 영역이 분리된 ‘이중조직형 관료제’ 구조는 연구실 배출원에 대한 행정적 통제를 불가능하게 하여 ‘구조적 묵인’을 야기한다. 셋째, 높은 내부 한계저감비용(MAC)과 행정적 마찰 비용에 비해 현저히 낮은 배출권 가격은, 대학이 감축 대신 구매를 선택하게 만드는 ‘합리적 묵인’의 경제적 토대가 된다.
그러나 제4차 배출권 거래제 기본계획, EU의 탄소국경조정제도(CBAM)등의 도입은 한국 배출권 가격에 대해 상승 압력으로 작용할 가능성이 있다. 2025년 한국의 배출권 가격이 EU와 비교할 시 1/12 수준임을 고려한다면 배출권 가격 인상으로 인한 대학의 재정적 부담이 예상된다.
본 연구는 이러한 분석을 바탕으로, 향후 배출권 가격 상승에 대비하여 대학이 재정적 충격 없이 연착륙할 수 있도록 제도적 대응을 강화해야 함을 제언한다. 이를 위해서는 대학 차원에서 연구자들이 먼저 모니터링 시스템 등을 통해 자신이 발생시키는 외부 불경제의 비용을 자각할 수 있게 하여야 한다. 또, 이 데이터를 기반으로 하여 자발적 온실가스 감축 참여를 유도할 수 있는 인센티브 제도를 정비하여야 할 것이다.

As global efforts to mitigate climate change expand, the Greenhouse Gas Emissions Trading Scheme (ETS) has been adopted as a key policy instrument. However, there is a lack of in-depth research on whether the ETS is achieving tangible reduction effects within the unique organizational context of universities. Some universities, despite being subject to ETS allocations, show a continuing trend of increasing greenhouse gas emissions, necessitating an examination of the policy's impact on university emissions.
This study, therefore, analyzes the impact of the ETS on greenhouse gas emissions in universities. Specifically, it aims to verify whether the ETS induces universities to choose emission reductions or the purchase of emission allowances. A panel dataset of 23 universities in South Korea from 2011 to 2023 was constructed, and the analysis was conducted using a Random Effects Model.
The analysis reveals a statistically significant positive (+) relationship between ETS allocation and university GHG emissions, suggesting that the ETS fails to function as an effective incentive for substantial reduction in the university sector. Furthermore, a significant correlation was found where GHG emissions rise as university research funding increases, confirming that "research-oriented growth" is a structural cause of rising emissions.
These findings are interpreted as stemming from the unique characteristics of the university community, which acquiesces to the carbon external diseconomies generated by laboratories. First, the "research-oriented growth" strategy for university evaluation and survival fosters "goal-oriented acquiescence," where carbon emissions are tolerated as a cost of growth. Second, the "dual organizational bureaucracy" structure, which separates the faculty's professional domain (research) from the administrative bureaucratic domain, renders administrative control over laboratory emission sources impossible, leading to "structural acquiescence." Third, the significantly low price of emission allowances compared to the high internal Marginal Abatement Cost (MAC) and administrative friction costs serves as the economic basis for "rational acquiescence," prompting universities to choose purchasing allowances over reduction.
However, the 4th Basic Plan for the K-ETS and the EU's Carbon Border Adjustment Mechanism (CBAM) are likely to exert upward pressure on Korean emission allowance prices. Given that Korea's emission allowance price is approximately one-twelfth of the EU's average price in 2025, a price increase is expected to impose a significant financial burden on universities.
Based on this analysis, this study suggests that institutional responses must be strengthened to ensure universities can achieve a "soft landing" without financial shock in preparation for future increases in allowance prices. To achieve this, universities must first enable researchers to recognize the costs of the external diseconomies they generate through mechanisms such as monitoring systems. Furthermore, based on this data, incentive systems should be established to encourage voluntary participation in GHG reduction.
