양육 지원 정첵에서의 '선택권' = 스웨덴 사례를 통한 교훈

국문 초록 (Abstract)

이 연구는 1980년대 이후 복지 정책의 목표로 강조되는 ‘자유로운 선택권’이 중립적인 개념이 아니라 지속적인 논쟁거리임에 주목하였다. 선택권이란 복지국가의 유형이나 정책 행위자들의 복지 이념에 따라 개념 정의는 물론 그를 보장하는 정책 프로그램도 달라질 수 있다. 따라서 이 글에서는 선택권이 특히 강조되는 양육 지원 정책에 주목하고, 그 사례로서 스웨덴 정당들 간의 논쟁 과정을 살펴보았다. 이에 따르면, 스웨덴 양육 지원 정책에서 선택권 문제는 복지 이념과 가족에 대한 시각에 따라 우파(보수당, 중앙당)와 좌파(사민당)로 나누어진다. 전자는 양육 지원 서비스에 대한 개인의 선택권을 강조하며, 양육수당과 가정보육 및 민간영리보육에 대한 지원을 지지하는 반면 후자는 양육과 노동시장 참여 간의 선택권을 강조하며, 보편적 아동수당과 공보육 서비스를 지지한다. 또한 1960년대~1980년에는 공보육 서비스의 확대 1990년 이후로는 양육수당 도입과 민간보육에 대한 지원 확대가 이루어졌다. 스웨덴의 경험에 의하면, 양육 지원 정책에서 선택권은 양육과 노동시장 참여 간의 선택의 자유와 보육 서비스 유형에 대한 선택의 자유를 동시에 포괄해야 한다. 또한 젠더와 무관하게 보육서비스에 유형에 대한 선택권이 실질적으로 보장되기 위해서는 노동시장 참여와 양육에 대한 선택권이 우선적으로 보장되어야 하며, 이를 위해서는 보편적인 공보육 서비스가 주요한 전제 조건이라 할 수 있다.

This study concentrated on the point of ‘free choices’ that is emphasized in the era of welfare reform is very controversial Free choices depends on the type of welfare stare or policy agents’ welfare ideology According to the concepts of free choices, supportive policy programs might change Therefore this paper examined political dispute among political parties in the making process of swedish childcare policies
In the swedish childcare polices, the issue of free choices can be divided into left and right parties by the family and welfare ideology Social Democracy parties argued parents’ choices of childcare or participation in labor market and supported expansion of public daycare facilities By contrast, conservative parties insisted on the individual choice to childcare and supported childccare allowances and private childcare facilities and family day care And the main policy of each period was public daycare to various daycare services such as private daycare services
These findings suggest that free choices of child care policy included two aspects They are free choices of childcare or participation in labor market and individual choices of the childcare of the daycare services And in front the gender aspects, universal public daycare is the precondition to guarantee free choices regardless of gender
