The purpose of this study is to get the right direction for the effective payroll cost policy and human resources management policy in hotel industry in Korea. In order to do that, we investigated the effects of job satisfaction and concentration of organization from pay satisfaction and fairness of human resources management policy (HRMP).All of the hotels have HRMP and policy for pay satisfaction. but the results were different. In this case, we have to concentrate the fairness of the all hotel operation policy for the staffs. If there is no fairness of hotel policy, the hotel can not make the job satisfaction and concentration of organization from the staffs. This study will give the right direction to get the job satisfaction and concentration of organization from staffs through the pay satisfaction policy and fairness of HRMP.
