한국의 제조업 클러스터와 지역적 특화에 관한 연구

In this paper, we identify the major manufacturing clusters in Korea empirically and apply the result to the analysis of regional industrial specialization. Following the studies of Bergman and Feser(1999), Feser and Bergman(2000), Feser et at (2001), and Akgungor et al (2003), we employ a non-regional approach for the identification of industrial clusters. That is, we consider the buyer-supplier relationship based on the production value chain as the main source of interdependencies among firms and industries.
Using the specific inter-industry transaction data from the input-output table of Korea, we identify the national wide major industry clusters. The industrial clusters identified in the national level serve as the benchmark for the analysis of regional industrial specialization. Additional data such as employments and value-added amounts of the industries on a specific region are used for the mapping of the national industrial clusters and regional industrial specialization.

국문 초록 (Abstract)

이 논문에서는 우리나라의 제조업 클러스터를 실증적으로 확인하고 그 결과를 지역의 산업적 특화 분석에 적용한다. 실증분석에서는 클러스터의 본질인 상호의존성의 원천을 지리적 근접성 여부에 관계없이 생산 가치사슬을 통하여 상호 연계된 구매자와 공급자간의 관계로 파악하는 비지역적 접근을 이용한다.
먼저 산업연관표 상의 구체적인 산업간 거래관계에 관한 자료를 이용하여 전국적 차원에서의 주요 제조업 클러스터를 확인한다. 나아가 이러한 비지역적 접근법에 의해 확인된 제조업 클러스터를 지역 정책적으로 활용하기 위하여 특정 지역(부산지역)의 클러스터 소속 산업별 고용과 부가가치 등의 추가적 자료를 이용하여 지역산업은 클러스터별로 어느 정도 특화되어 있으며 개별 제조업클러스터와는 어떻게 연계되어 있는지를 확인해본다.
이러한 작업을 통하여 지역의 클러스터 형성 패턴을 보다 객관적이고 체계적으로 파악할 수 있는 방법을 제시할 수 있으며, 그 결과는 클러스터 형성과 육성 중심의 지역경제발전정책의 효과적인 추진을 위한 기초 자료로서 활용할 수 있을 것이다.
