사회적 자본이 지방정부 외부역량에 미치는 영향: 성남시 사례를 중심으로 = An Empirical Analysis on Social Capital and Local Capacity:Focused on Seongnam City

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to develop the indicators of measuring social capital and social resources. Also this paper surveyed whether social resources, which affects the external capacity of local government, has influence on social capital.
For the result, this paper found that 1) factors of social resources, such as trust, network, institution and norms, have an effect on the formation of the social resources and network weighs heavily; 2) Social resources are influential with the local capacity.
In spite of its limited generalization as a case study, this study may be the meaningful attempt to measure social capital and to examine the relation between social capital and local capacity.

국문 초록 (Abstract)

본 연구는 첫째, 사회적 자본과 사회적 자원을 측정하기 위한 지표를 개발하고 둘째, 사회적 자본은 사회적 자원에, 그리고 사회적 자원은 지방정부의 외부역량에 긍정적인 영향을 미친다는 가설을 검정하는 것을 주 내용으로 하고 있다. 이를 위하여 성남시의 3개구에 거주하는 44개동 주민을 대상으로 무작위 추출하여 설문조사를 실시하였고, 설문조사를 통하여 얻어진 원자료(raw data)는 SPSS 12.0을 이용하여 교차분석과 회귀분석을 실시하였다.본 연구의 분석결과 사회적 자본을 구성하는 신뢰, 연계망, 제도 및 규범은 사회적 자원의 형성에 모두 긍정적인 영향을 나타냈으며, 그 중 연계망의 영향이 상대적으로 크게 나타났다. 사회적 자원과 지방정부 외부역량과의 관계 또한 긍정적 영향을 미치는 것으로 나타났다. 본 연구는 사례조사를 통하여 일반화하기 어려운 한계를 지니나, 사회적 자본의 측정 가능성과 사회적 자본이 지방정부의 역량 강화로 이어지는가에 대한 실험적 연구로서의 의의를 지닌다 할 수 있다.
