∙ Find implications for Korea and suggest prevention measurements
▶ Results and Conclusion
∙ Strong government-led policies to curb supply and demand of counterfeit medicines are currently in act in all countries including Korea.
∙ Collaboration between private and public sectors is also important for effective control for counterfeit drug use and supply.
∙ Given that the major pathway of counterfeit drug use is online sales, strengthening online patrol is the key.
∙ Effective promotion to distribute warning messages with real evidence is also important to discourage counterfeit drug use

∙ 국내 위변조 불법 의약품 유통 및 이용 차단을 위한 선제적 관리방안 제시
▶ 연구결과
∙ 일본, 영국, 미국, 독일 등 서구선진국들은 위변조 불법의약품의 관리를 강력한 정부 주도하에 행하고 있음.
∙ 미국: 미국 식품의약품안전처(FDA)와 17개의 보건의료전문가 단체 및 소비자단체의 네트워크를 통해 불법위변조 의약품 상시적인 모니터링 체계를 마련하고 있음. ∙ 영국: 위변조의약품 이해관계자 네트워크를 보건부 산하에 두고, 불법위변조 의약품 유통 및 사용에 관련된 이해관계자들인 수입업자, 도매업자, 약국 및 의료 기관 등과의 협업 체계를 수립하여 상시 정보 공유 및 모니터링 결과 전달, 이에 근거한 요주 의약품 리스트 배포 및 업데이트를 수행하고 있음.
∙ 일본: 인터넷 패트롤 사업
∙ 온라인의약품 판매가 합법화되어 있어 이에 대응하여 의약품 거래를 인터넷을 통해 안전하게 할 수 있는 예방 활동 또한 상당히 체계적으로 이루어지고 있음. ∙ 대국민 홍보를 통해 불법위변조 의약품의 소비를 예방하기 위한 노력을 기울이고 있음. (미국의 ‘BeSafeRx', 영국의 ’Yellow card 제도‘ 등)
▶ 정책제언
∙ 공공기능 강화 : 현재의 식품의약품안전처 주도의 불법의약품 관리방안의 안정화 및 강화를 통한 위변조 불법의약품의 통합적 관리체계를 구축 필요
∙ 공공기능 강회 외에 관련 부처간의 상시 협력체계 확보
∙ 민관 협의체 역할 강화: 식품의약품안전처 주관 하에 대한 약사회, 의약품 수출입협회, 대한의사회, 제약협회, 마약퇴치운동본부 등을 포함한 관련 이해관계자들을 포함하는 네트워크 마련 및 모니터링 정보 공유와 전달 체계등의 프로토콜 개발.
