A reliability-based rating-factor(RF) procedure consistent with the Korean Limit States Design is proposed. Field strain and deflection data from 16 load-tested steel bx-girder bridges were analyzed. Test RFs were sequentially adjusted by vehicle-weight ratio, response-modification factor and live-load moment ratio to produce design RFs. The resulting equation achieved R² = 0.82 with a 6.52% mean error, outperforming the current deterministic approach and conservative load restrictions. Because only strain data are required, the method enables rapid on-site rating and offers a practical tool for maintaining steel structures.
