강요된 연금개혁: 그리스의 사례 = Forced Pension Reform: The Case of Greece

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the forced pension reform in Greece and draw its policy implications for the development of public pension systems in Korea. It explores the economic context and the political process of the pension reform in Greece, analyzes the contents of the Greek pension reform, and suggests its future directions. The results of the study are as follows: First, the 2008 global recession was the economic contexts for the 2010 Greek pension reform, and EU and IMF enforced the pension reform to reduce the national debt of Greece. The pension reform focused on the financial sustainability of the pension systems and the effects of the radical pension reform are profound. Second, the benefit level of the earnings-related pension was cut so significantly that there is a possibility of future poverty problems for the elderly. This study has two policy implications for the development of public pension systems in Korea. First, we need to reduce the coverage gap in the National Pension scheme and to extend the contribution periods in order to reduce the elderly poverty. Second, we need to balance the roles of the National Pension scheme and the Basic Pension and to develop the appropriate relationship between the two schemes.
