공공성 개념 연구 : ‘프랑스식 공공서비스’ 개념을 중심으로 = A study on the concept of publicness Focusing on the French concept of public service

국문 초록 (Abstract)

최근 행정학의 정체성 위기와 맞물려 공공성 개념에 대한 이론적 · 경험적 연구의 필요성이 제기되고 있다. 이 연구는 다양한 함의를 내포하고 있는 공공성 개념을 논함에 있어 프랑스 행정이 담지하고 있는 공공성 개념에 논의의 초점을 맞추되, 특히 프랑스 행정의 특수성을 반영하는 공공서비스 개념의 형성과 변화, 현 단계에서의 쟁점을 주요 연구대상으로 삼아 공공성 개념에 접근하고 있다. 프랑스에서는 공공성 개념이 항용 ‘프랑스식’ 이라는 수식어가 따라붙는 공공서비스 개념의 정립 과정에서 파생되었으며, 공공서비스 개념은 그 자체로 공공성의 표현 도구이자 실행도구로 자리매김 되어있기 때문이다. 이 연구에 따를 때 공공서비스 개념은 진화적이고 우연적인 개념으로 규정된다. 주어진 특정 시기에 공공서비스의 범위와 한계를 획정하는 것은 공공서비스의 내재적 속성이나 이념적 특징에 따라서가 아니라 주어진 특정 시기에 국가 또는 공동체가 도출하는 집단적 합의의 유동성에 따라 달라지기 때문이다. 따라서 공공서비스 개념 뒤에 잠복하는 공공성 개념 역시 선험적이지도 객관적이지도 않은, 집단적 합의의 산물로 규정된다.

다국어 초록 (Multilingual Abstract)

With the identity crisis of Public administration science, the need for theoretical and empirical studies on the concept of 'publicness' is emerging. Discussing the concept of publicness, which makes possible diverse interpretation, this study focuses on the concept of public service, reflecting the distinctiveness of French public administration, by studying its formation and transformation as well as the current issues. Because, in France, the concept of publicness has been framed and evolved in the process of establishing the concept of public service, regarded as a legal and political tool of its expression and materialization. According to this study, the concept of public service is evolutionary and contingent. The scope and boundaries of public service in a given period is not dependent on its internal attributes or meta~physical (ideological) orientations, but on the collective consensus derived from the struggle for political power. This observation means that the concept of publicness embedded in that of public service is neither transcendental nor objective. It is a product of collective agreement, an artefact, a product of social construction.
