영국의 재개발, 재건축 법제분석 및 시사점

국문 초록 (Abstract)

한국사회는 저출산 고령화 사회로 접어들어 사회 기반시설의 노후화가 가 속화되고 도시 공동화 현상이 심화되고 있다. 동시에 경제개발시대에 주택문 제를 해결하기위해 건축하였던 고층 공동주택의 노후와 주거환경의 쇠락으로 인한 도시재개발, 재건축에 대한 주민들의 요구는 증가하고 있다. 여기에 단 순한 도시재개발의 문제가 아닌 교육, 교통, 복지, 생활환경, 실업, 경제 등 지역의 사회문제, 경제문제까지 결합되어, 도시 재개발, 재건축 정책이 변화 해야 할 시점에 이르렀다. 과거의 토지이용에 한정된 물리적 의미에서 도시 재개발, 재건축 정책에서 해당지역 주민의 생활기반을 제공하는 정책전환이 필요하다. 현재 정부와 지방자치단체의 도시재개발정책도 이러한 추세를 반 영하려고 노력하고 있으나 다양한 의견의 대립과 적극적인 문제해결의 의지 가 부족하다. 우리나라의 도시 재개발, 재건축과 관련하여 시사점을 위해 도시 재개발, 재건축과 관련하여 영국의 제도를 검토하고자 하다. 영국의 주택재개발은 중 앙정부와 지방정부가 이를 주도적으로 추진하는 방식으로 전개되고 있다. 그 리고 주택재개발은 사회정책으로 인식해서 불량주거지 재개발 계획과정에서 지역의 고용주의, 산업구조, 인구구조 및 개별기구, 특히 빈곤층의 사회 경제 적 처지 등을 종합적으로 고려해서 주택 및 주거지 환경 개선방안을 모색하 고 있다. 영국의 재개발제도는 적극적인 공공의 개입을 통해 정부의 역할과 효율성을 강조하고 있는 특징을 보이고 있다. 위에서 분석한 내용을 토대로 몇 가지 시사점을 제시하였다.
