국책 연구 센터의 운영과 발전 방안

국문 초록 (Abstract)

부산광역시는 지역 경제 활성화와 지역산업의 고부가가치화를 위해 많은 노력을 하였고 기존의 주요 산업기반을 첨단 산업분야로 바꾸기 위해 노력했다. 그 중 전자세라믹스 분야는 당시 첨단 산업분야인 생물 산업, 광산업, 신소재산업, 전자부품산업 중 생물 산업을 제외한 3대 산업 분야의 핵심 기술이다. 또 IT(정보통신)산업의 필수적인 소재 기술로서 부가가치가 높은 분야이다.
당시 1999년 하반기부터 세계 최대 전자세라믹스 부품업체가 목표인 삼성전기 부산 사업장이 녹산 국가 산업 단지에 위치하고 있었고 관련업체들은 부산으로 이전 또는 신규 공자 설립이 이루어지고 있었다. 이와 같은 부산광역시의 전자세라믹스 관련분야 육성정책에 부응하기 위하여 전자세라믹스를 이용한 전자부품산업 혁신시스템 구축을 통하여 지역사회에 공헌하는 전자세라믹스센터가 설립되어 국책사업을 진행하였다. 국책사업은 총 3가지로 지역협력연구센터 (Regional Research Center) 사업, 지역기술혁신센터 (Technology Innovation Center) 사업, 지역혁신센터 (Regional Innovation Center) 로 진행되었다.
이러한 국책사업을 통해 전자세라믹스센터는 많은 성과를 달성하였고 그러한 성과는 국가와 부산지역과 센터가 속해있는 동의대학교에 큰 기여를 했다.
그리고 본 논문에서는 국책사업을 진행했던 전자세라믹스센터의 결과를 살펴보고 이는 앞서 말했던 국가와 부산지역과 동의대학교에 어떠한 기여를 했는지 알아볼 것이다. 또, 센터를 운영하면서 발생했던 문제점에 대한 개선사항과 그에 따른 발전방안을 제시하여 앞으로의 신규 센터 설립에 도움이 되고자 한다.

다국어 초록 (Multilingual Abstract)

The Busan Metropolitan Government has made a lot of efforts revitalize the local economy and make the local industry more valuable and tried to turn the existing major industrial base into a high-tech industry. Among them, electronic ceramics was the core technology of the three major industries, excluding biology, mining, new material technology for the IT(Information Communication) industry and is a highly value-added field.
At that time, Samsaung Electro-Mechanics Co., the world’s largest electronics parts maker, was located in Noksan Industrial Park, while related companies were relocated to Busan or newly established factories. In order to comply with the Busan Metropolitan or Government’s policy for promoting electronic ceramics related fileds, the Electronic Ceramic Center for Community Contribution was established and carried out a national project by establishing an innovative system for electronic components industry using electronic ceramics. A total of three national project were carried out: the Regional Research Center project, the Technology Innovation Center project, and the Regional Innovation Center.
through these state-run projects, the Electronic Ceramics Center project, and the Regional Innovation Center.
