인과적 과정추적(Causal Process Tracing)을 통한 정책 다이나믹스 분석 : 비판적 실재론을 결합한 새로운 접근

국문 초록 (Abstract)

최근 인과적 과정추적법이 사례 연구 설계에 있어 중요한 인과적 추론 방법으로 주목을 받고 있다. 본 연구에서는 정책다이나믹스 설명을 위한 분석모형으로 비판적 실재론의 존재론, 인식론, 방법론을 철학적 가정으로 하는 인과적 과정추적에 주목하고자 한다. 과정추적법은 사회현상의 인과관계 메커니즘을 인식하기 위한 분석틀로, 질적 자료에 기초한 인과적 과정추적법은 인과관계 연구에 있어 어떻게 결정이 이루어졌는지, 어떠한 순서로 일어났는지, 그리고 어떻게 변수간 상호작용이 일어났는지에 대한 풍부한 설명을 제공할 수 있다. 역사적 사건의 인과관계 메커니즘을 인식하기 위해 역사적 배경을 조사하고, 선택된 사례가 가지는 이론적 가정과 함의 및 연계 메커니즘을 이해하는데 초점을 둔다. 이러한 점에서 복잡한 정책 다이나믹스 연구에 있어 과정추적법은 인과적 메커니즘 규명에 있어 강건한(robust) 방법론적 유용성을 갖는다고 할 것이다.
인과적 과정추적법을 적용한 연구는 크게 이론 중심적 연구와 사례 중심적 연구로 구분되며, 이론 중심적 연구는 다시 이론 검증적 연구와 이론 구축적 연구로 구분된다. 인과적 과정추적의 분석방법론은 기존 연구에 대한 검토를 통해 경험적 변수를 설정하고 이론화한 후, 분석적 진단 증거를 수집하고, 베이지안 추론에 근거하여 가설을 검증하는 순서로 진행된다. 과정추적법은 특정 정책결과 혹은 행정현상의 원인과 결과 및 집행과정에 대한 면밀한 분석과 새로운 이론 개발 뿐만 아니라 새로운 연구문제의 발견 및 사례분석을 통해 정책학 연구에 공헌할 수 있다.

다국어 초록 (Multilingual Abstract)

Causal Process Tracing(CPT) has emerged as an improtant method of casal inference in qualitative social science, especially in case study research. It offers several advantages in building and testing theories of policy change over time, in supporting a theoretical pluralism that gives answers to the problem of complexity in policy studies. There have been various theories and models for explaining policy dynamics. However, a fragmented development still has been shown within each framework. In order to explain policy dynamics more systematically and deeply, it is necessary to clarify assumptions on its ontology, epistemology and methodology. CPT is a technique for systemic and rigorous qualitative analysis that complement the correlational approach in the causation base on the Critical Realism. It's approach can be distinguished between case-centric and theory-centric process tracing. Theory-centric study is divided into theory-testing and theory-building process tracing. The research steps for CPT are as follows; theorizing variables and empirical proxies, collecting diagnostic evidence and hypotheses testing based on Bayesian logic. This study suggests CPT is a useful theory to unpack the causal mechanisms for policy dynamics and it contributes to the policy studies.
