지역사업의 고용영향평가 적용 방안 연구 = A Study on Application Method of Employment Effects Evaluation System for Regional Programs: Focusing on the Senior Employment Program

국문 초록 (Abstract)

우리나라는 저성장체제가 심화되면서 고용창출이 최우선 정책 목표가 되고 있다. 이에 따라 중요 사업에 대해 고용영향평가가 시행되고 있으며, 지방자치단체도 이 제도의 도입을 검토 중이다. 그런데 지역사업에 대해 전국산업연관표로 분석하거나 기존의 투입산출모형을 그대로 적용하게 되면, 지역 및 사업의 특성이 정확하게 반영되지 않아 추정결과가 왜곡될 수 있다. 본 연구의 실증분석 결과, 전국산업연관표와 지역산업연관표의 고용유발효과는 상이한 것으로 나타났고, 투입-산출모형과 산출-산출모형의 경우에도 고용효과가 다르게 나타났다. 이 모형을 노인고용을 대표하는 노인일자리사업에 적용한 결과, 지역과 모형에 따라 고용유발효과가 다르게 나타났다. 또한 고용유발효과 차이에 대한 검정결과도 통계적으로 유의하였다. 결론적으로 정부와 지자체가 지역사업에 대한 고용영향을 평가할 경우에는 지역산업연관표를 적용하는 것이 적합하며, 사업의 성격에 따라 투입-산출모형을 사용할 것인지 또는 산출-산출모형을 사용할 것인지도 추가로 판단해야 함을 제시하였다. 또한 분석결과를 근거로 노인 고용효과를 증대시키기 위해 고용유발효과가 큰 상위 업종을 제시함으로써 노인고용의 효율성을 높일 수 있는 근거도 마련하였다.

다국어 초록 (Multilingual Abstract)

As the advent of low growth economy becomes a reality, creation of employment becomes a priority of public policy. To this, government is conducting employment effect evaluation and local government is considering to adopt this policy. However, when applying the analysis of IO tables of Korea or existing input-output model to local business, it leads to deficient reflection of region and program's characteristics-distortion of estimated outcomes. This is due to the fact that former two models did not reflect adequate regional and program characteristics. Findings from this study suggested that there were significant differences between IO tables of Korea and regional IO tables in the effect of induced employment. The input-output model and the output-output one also presented significant differences in employment effect. When these two models were applied to the Employment Program for the Aged, significant differential effects of induced employment were found according to regions and models. Testing differences in the effects of induced employment was also significant. Consequently, our study found that using regional input-output table was an adequate option, when central and local government evaluated the effect of employment on the proposed local projects. According to the inherent nature of local projects, additional judgment was necessary to determine the application between the input-output or the output-output model. Moreover, based on the analysis to increase the employment effect for the aged, it suggested supra-type businesses with greater positive effects on producing induced employment and job creation, provides basis for efficient employment for the aged.
