우리나라 보건의료 R&D 지원체계에서 국립보건연구원의 역할과 위상 강화 = Enhancing the role and position of national institute of health under the research and development governance of health care

New infectious and chronic diseases have been increased and threatened the health of Koreans. National Institute of Health has played a critical role as a governmental research institute that provides scientific evidence by conducting various experiments and research and enhanced the health of Koreans with the research and development of health care. In spite of the fact that National Institute of Health has improved research infrastructure, there has been an issue that National Institute of Health has not been successful in enhancing research capacity and setting its role and position. Therefore, this research explored and offered strategies to clearly set the role and position of National Institute of Health in the governance of health care research and development. This research analyzed the governance structure of health care research and development in Korea through the literature review and consultation and interview with experts. Also, we interviewed researchers in National Institute of Health and conducted Analytic Hierarchy Process to investigate the role and position of National Institute of Health. The results suggested that National Institute of Health should establish the short-term and long-term strategic plan, reorganize the formal structure based on the functions, strengthen research planning and evaluation capacity, increase research workforce, and improve the research infrastructure. Furthermore, the finding recommended that National Institute of Health should obtain appropriate budgets for health care research and development, participate in decision making process of health care policies, reinforce the internal and external networks, and strengthen the public relations.

국문 초록 (Abstract)

최근들어 각종 신종 감염병 및 만성질환 등 국민건강을 위협하는 요인들이 증가하고 있다. 이러한 상황에서 국립보건연구원은 우리나라 보건의료 및 질병대응 부문의 국립연구기관으로서 과학적 연구 수행을 통하여 국민 건강 증진에 중추적인 역할을 수행하고 있다. 하지만 국립보건연구원은 질병관리 및 연구관련 인프라의 확장에도 불구하고 지속적인 연구역량 성장의 한계와 역할 정립이 문제시 되어 왔다. 따라서 본 연구는 국립보건연구 원이 우리나라 보건의료 연구개발 지원체계에서의 역할과 위상 정립에 대한 방향을 탐색하고 전략을 제시하였다. 우리나라 보건의료 연구개발 지원체계 분석을 위하여 문헌연구, 전문가 자문 및 인터뷰를 실시하였고, 국립보건연구원의 역할과 위상의 탐색을 위하여 국립보건연구원의 연구원들을 대상으로 인터뷰 및 계층분석(AHP)을 실시하였다. 분석결과, 국립보건연구원의 역할 정립을 위하여 단기 및 중·장기 전략기획 설립, 기능과 부서의 재정립, 연구기획 역량강화, 연구 성과 평가 강화, 연구인력 확충, 인프라 개선 등이 필요하다고 나타났다. 또한 국립보건연구원의 위상확립을 위하여 보건의료 연구개발 예산 확보, 정책결정의 참여, 국·내외 네트워크 강화, 정책 홍보 등이 요구되는 것으로 나타났다.
