세계시민사회의 대두와 다문화주의적 시민교육의 방향 = The Rise of Global Civil Society and the Orientation of Multicultural Citizenship Education

국문 초록 (Abstract)

시장경제의 보편화를 내세우며 다양한 문화적 정체성을 고려하지 못하는 위로부터의 세계화의 부정적 측면을 수정하고자 '아래로부터의 세계화'와 '세계시민사회'의 영역이 대두되고 있다. '아래로부터의 세계화'의 맥락 속에 있는 세계시민사회는 다양한 문화적 특수성에서 출발하면서도 보편을 지향한다. 이 과정에서 다문화주의와 세계시민사회는 서로 지지하고 요청하는 관계를 띤다.
다문화주의적 시민교육은 이러한 현실을 담아내고 동시에 그에 대해 능동적으로 대응 할 수 있어야 한다. 본 논문에서는 이를 위해 '쟁점 중심 지구촌 다문화교육'을 제안하고자 한다. 이는 곧 '초국가적 쟁점'을 내용으로 '논쟁문제학습'을 방법으로 하는 것이다. 인권, 반전, 평화, 환경, 생존 등 초국가적 쟁점과 그것이 기반해 있는 다양한 문화적 배경과 원인을 다문화교육의 내용으로 도입하여 논쟁문제를 해결하는 과정과 절차에 따라 접근해 보자는 것이다. 이는 곧 다양한 문화적 배경으로부터 시작하여 초국가적 쟁점을 공적이고 보편적인 방식으로 해결하고자 하는 세계시민사회의 기획과도 잘 부합한다.

다국어 초록 (Multilingual Abstract)

'Globalization from above', giving priority to the universalization of market economy, has some negative aspects of insufficient consideration for various cultural identity. 'Global civil society', which is in the context of 'globalization from below' has been rising in order to rectify them. It seeks after universality, while it indeed starts from various cultural particularities. In this process, multiculturalism has a close relationship with global civil society, in that both of the two support and need each other.
Multicultural citizenship education must meet positively these phenomena as well as contain them. 'Issue-centered global multicural education' can be proposed for this purpose in this article, which includes 'transnational issues' as contents and 'controversial issues learning' as a teaching method. It suggests that we introduce such transnational issues as human rights, anti-war, peace, environment, livinghood (etc.) and their multiple cultural backgrounds and causes, and solve them according to the procedure of controversial issues learning. This can go in harmony with the project of global civil society which, beginning with diverse cultural sources, makes efforts to settle the postnational issues in the public and universal manner.
