    본 논문은 20세기 전간기(1918-1939)에 등장한 다양한 ‘하나의 유럽’ 구상들을 비교 분석한다. 이 시기는 유럽통합 운동이 현대적인 정치적‧사상적 기획으로 본격 제기된 시기였다. 전후의 불안정한 국제질서와 민족주의의 대두 그리고 자유민주주의·파시즘·공산주의 간의 이념적 대립이 그 배경을 이루고 있었다.
    본 연구는 세 가지 핵심 사례에 주목한다. 첫 번째는 초국가적 연방주의 구상을 담은 리하르트 쿠덴호베 칼레르기의 범유럽연합(Paneuropean Union), 두 번째는 코포라티즘(corporatism)의 이름으로 유럽통합을 사상적·정치적 도구로 활용한 파시스트 이탈리아, 마지막 세 번째는 인종적 위계와 ‘생활권(Lebensraum)’ 개념에 기초하여 유럽 질서를 재편하고자 했던 나치 독일의 유럽통합 담론이다. 이 세 가지 사례를 통해 전간기의 유럽통합 담론이 얼마나 다층적이고 상호 모순적이었는지를 살핀다.
    쿠덴호베 칼레르기가 강조한 평화적 협력과 유럽 연방주의, 무솔리니 정권이 주장한 제국적 부흥, 히틀러의 인종주의적 유럽통합 구상은 각기 다른 경로를 제시했으나 모두 하나의 유럽이라는 유럽 이상주의(Euro-idealism)를 공유하였다. 전간기의 담론들은 당시의 이념적 투쟁과 시대상을 반영했을 뿐만 아니라, 2차 세계대전 이후 실질적 실천으로서 유럽통합의 사상적 토대라고 할 수 있다. 유럽연합(EU)은 전간기에 등장한 ‘하나의 유럽’의 다양한 구상들의 수용과 기각, 변용을 통해 실천적 토대를 만들 수 있었다.

    This study undertakes a comparative analysis of various conceptions of ‘One Europe’ that emerged during the interwar period (1918–1939). This era marked the historical moment when the project of European integration was first articulated as a modern political and intellectual enterprise. The unstable postwar international order, the resurgence of nationalism, and the ideological rivalry among liberal democracy, fascism, and communism formed the broader context in which these visions developed.
    The paper focuses on three representative cases. First, Richard Coudenhove-Kalergi’s Paneuropean Union, which advanced a supranational federalist vision of Europe; second, Fascist Italy’s corporatist approach, which mobilized the idea of European integration as an ideological and political instrument of imperial revival; and third, Nazi Germany’s conception of a reordered European order grounded in racial hierarchy and the notion of Lebensraum. By juxtaposing these three cases, the study highlights the multilayered and often contradictory nature of interwar discourses on European integration.
    While Coudenhove-Kalergi emphasized peaceful cooperation and European federalism, Mussolini’s regime sought imperial grandeur, and Hitler projected a racialized blueprint of Europe. Despite their divergent trajectories, all three shared a common element of Euro-idealism—the pursuit of ‘One Europe’ as a normative horizon. These interwar discourses not only mirrored the ideological conflicts and political realities of their time but also provided intellectual foundations for the post-1945 movement toward European integration. The present European Union, in many respects, cannot be understood without considering the reception, rejection, and transformation of the diverse ‘One Europe’ projects articulated in the interwar period.
