In the early 1990's, since the breakup of the USSR, the international system has experienced dramatic changes. That means the world system is moving toward multipolarization. Factors that trigger global wars have vanished. The world will likely be able to maintain peace and stability in the near future.
The relationships between big powers will dicate the direction in which the international system will head. The world mode of national behavior in no-alliance, no-conflict, nd no-moves against any third counry.
This so called "a new form of relationship between nations". As to the perception of the current security environment, the PRC advocates the idea of "a new view on security." Which emphasized the peaceful nature of the international system in the post-cold war era. Economic development has become the PRC's supreme nation interest.
Whether for the purpose of maintaining a peaceful international environment of pushing economic development, the PRC needs to establish cordial relations with such major powers as the U.S., Japan, and Russia. Only after the PRC gains more power, will it be able to play an influential role on the global arenas.
