Though a lot of apartment houses supplied with governmental policies for solving housing troubles after late 70s have been old and decrepit since late 90s, our housing environment is being improved by rebuilding, redevelopment, and other improvements due to rapid economical growth and sharp change of social and cultural environment.
In these circumstances, a lot of houses are rashly rebuilt and redeveloped, which causes the squander of resources and the environmental destruction. To solve these problems, remodelling has been proposed as an alternative, but is inclined to be shrunk by many restrictions. Therefore, it is necessary to amend all kinds of system and related laws to activate remodelling.
Watching the trend in the industry of rebuilding and remodelling as of late 2005, we can see that redevelopment is attracting people's interest and attention since the government is not willing to remove a lot of restrictions of rebuilding until stabilization of housing price, announcing August 31 real estate policy, and its succeeding policies. Also, call rate up, restitution of development gain, additive share price, and infrastructure allotment accelerate the depression of rebuilding industry.
In this study, general matters and related laws of rebuilding and remodelling are examined and compared to set a clear standard at the analysis of business profits by suggesting the basis for choice with safety diagnosis of rebuilding and structural safety of remodelling. Nowadays the interest in remodelling is being increased because the revised enforcement ordinance of the Housing Law that states apartment houses aged more than 20 years can be extended to 30 % of the size for exclusive use irrespective of size has been in force since September and profits of rebuilding industry are sharply dropped. The most important thing in remodelling work is the safety of buildings. Thus, it is necessary to make laws and systems to prevent risk and danger that can be sprung from the easing of restrictions for remodelling.
As I analyzed in Chapter 2, remodelling has several advantages. It can be completed in shorter days, and make the squandering of resource minimized. Also, the second renovation or rebuilding is possible owing to its profitability. Remodelling, however, has weakness that the expectancy of plane is low and the burden of early working expenses is very high. Therefore, we should approach to remodelling work from the aspect of improving housing environment that can guarantee the quality of our life, understanding it is the important problem in a national view.
In Chapter 3, I compared and analyzed safety diagnosis and structure between rebuilding and remodelling. This comparison analysis can help activate various work related to safety, inspection, and management of structure that are connected directly with national health with the studies about the management of apartment houses, the objectivity of safety diagnosis, the duty and necessity of the earthquake resistance design, the importance of structural diagnosis of remodelling and the necessity of small-sized remodelling.
Both rebuilding and remodelling has their own advantages and disadvantages, so we can not easily conclude that one is better than the other. So, we need the policy that naturally choose remodelling which means a new extension and a repair unless any problems are detected in structural safety. In addition, the failure in suggesting clear decision and the lack of study about earthquake-proof construction are limitation of this study. Objective, concrete, and succeeding studies are required about those limitations later on.
In conclusion, rebuilding and remodelling work can be activated more effectively and efficiently if policy supports of government are systematized including making laws about rebuilding and remodelling, reforming the system, and establishing tax policy to make it easy for old apartment houses to be improved with their own expected life span.
