텔레커뮤니케이션산업에서의 소유구조 및 시장구조와 규제구조가 성과에 미치는 영향

This study explores the effects of privatization, competition, regulation, and their interaction effects on telecommunications performances including technical and allocational efficiencies and price levels by looking at country-level data. The results of the regression analysis indicate that privatization had a positive effect on technical efficiency, but negative effects on both allocational efficiency and price levels. Competition without privatization, rather than privatization without competition, is found to produce better performances in terms of technical and allocational efficiency and price levels. Privatization is found to be associated mainly with technical efficiency, while competition is found to be associated mainly with allocational efficiency. Privatization combined with competition is found to increase technical efficiency and decrease price levels, while privatization combined with an independent regulatory structure is found to increase allocational efficiency. The results of this study suggest important policy implications in that the telecommunications performances as well as the three components of structural reform - privatization, competition, and regulation - are controllable by policy makers.
